This Quotation Estimate is issued in direct response to the formal Request for Quotation (RFP-ALX-2025-112) submitted by the Alexandria Naval Command & Coastal Defence Directorate. The purpose of this document is to provide a comprehensive, itemized financial estimate for the recruitment, deployment, training, and sustained operational support of a qualified Military Officer to be assigned to the Mediterranean Coastal Sector in Egypt Alexandria. All pricing, terms, and conditions outlined herein are binding upon acceptance and are subject to the regulatory framework established by the Egyptian Ministry of Defence and the Alexandria Military Governorate.

The scope of this Quotation Estimate encompasses the full lifecycle of the Military Officer engagement, including but not limited to: candidate sourcing and vetting, security clearance processing, initial deployment to the Alexandria garrison, professional military training specific to coastal defence operations, ongoing salary and allowances, accommodation, medical coverage, and end-of-contract repatriation or transition planning. The Military Officer will be stationed at the Alexandria Coastal Defence Command Post, located along the Corniche El-Nil waterfront district, and will report directly to the Director of Coastal Operations.

The Military Officer position described in this Quotation Estimate requires a commissioned officer holding a minimum rank equivalent to Lieutenant (Navy) or First Lieutenant (Army), with a minimum of five (5) years of active service experience in coastal or maritime defence operations. The officer must possess a valid security clearance at the "Confidential" level or above, as mandated by the Egyptian National Security Council for all personnel operating within the Alexandria strategic perimeter. The Military Officer will be responsible for the coordination of coastal surveillance assets, the management of littoral patrol units, the execution of joint exercises with the Egyptian Navy's Second Fleet, and the maintenance of operational readiness in the Alexandria harbour and surrounding Mediterranean waters.

Payment for the services and provisions outlined in this Quotation Estimate shall be made in accordance with the following schedule: an initial mobilization payment of 25% (EGP 1,001,917.50) due within fourteen (14) business days of contract execution; a mid-contract payment of 40% (EGP 1,603,068.00) due upon completion of the 12-week training programme at the Alexandria Naval Academy; and a final settlement payment of 35% (EGP 1,402,684.50) due upon successful completion of the 12-month service period and submission of the final operational debriefing report. All payments shall be remitted via bank transfer to the account designated by the Defence Personnel Advisory & Strategic Consulting Group, in Egyptian Pounds (EGP), to the Central Bank of Egypt–licensed account referenced in the contract annex.

  • This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all pricing is subject to revision based on prevailing exchange rates, inflation indices published by the Central Bank of Egypt, and any changes in the Egyptian Ministry of Defence's procurement regulations.
  • The Military Officer named or to be named under this contract must comply with all laws and regulations of the Arab Republic of Egypt, including but not limited to the Egyptian Penal Code, the Military Service Law, and the specific directives of the Alexandria Military Governorate governing conduct within the coastal defence perimeter.
  • All operational data, tactical information, and communications pertaining to the Military Officer's duties in Egypt Alexandria are classified and shall be handled in strict accordance with Egyptian national security protocols. Breach of confidentiality shall result in immediate contract termination and referral to the appropriate military judicial authority.
  • The contracting authority (Alexandria Naval Command) reserves the right to conduct periodic performance evaluations of the Military Officer at 90-day intervals. Failure to meet the established performance benchmarks for two consecutive evaluations shall constitute grounds for early contract termination without penalty to either party.
  • This Quotation Estimate does not constitute a binding contract until formally countersigned by both parties and registered with the Egyptian Ministry of Defence Procurement Authority. All modifications to the scope, cost, or duration must be documented in a written amendment to this estimate.
  • Force majeure events, including but not limited to acts of war, civil unrest in the Alexandria region, or government-issued emergency decrees, shall suspend all obligations under this estimate for the duration of the event, with a proportional extension of the contract term.

By signing below, the undersigned parties acknowledge that they have read, understood, and agree to all terms, conditions, and pricing set forth in this Quotation Estimate for the engagement of a Military Officer in the service of the Alexandria Naval Command & Coastal Defence Directorate, Egypt Alexandria.
