This Quotation Estimate is issued by Accra Defence & Security Consultancy Ltd. in response to the formal request for the professional engagement of a qualified Military Officer to provide strategic security advisory, tactical training, and operational oversight services within the jurisdiction of Ghana Accra. The scope of work outlined in this document encompasses a comprehensive package of services designed to meet the specific operational requirements of the requesting authority in the capital region of Ghana.

The Military Officer proposed for this engagement holds a minimum rank of Lieutenant Colonel (or equivalent), possesses a minimum of fifteen (15) years of active and reserve service experience, and has completed advanced courses in counter-terrorism, crowd management, crisis negotiation, and multi-agency coordination. The officer will be physically stationed in Ghana Accra for the entire duration of the contract and will report directly to the designated supervisory authority within the client organisation.

Acceptance: This Quotation Estimate shall become a binding agreement upon written acceptance by the client and full execution of the accompanying Service Level Agreement (SLA). The Military Officer shall not commence duties until all contractual documentation is finalised and the first payment instalment is received.
Payment Schedule: Payment shall be made in quarterly instalments of GHS 329,187.50 (inclusive of VAT and levies), due within fourteen (14) calendar days of the start of each quarter. Late payments shall attract a penalty of 2% per month on the outstanding balance.
Duration and Renewal: The engagement of the Military Officer is for an initial period of twelve (12) months. Renewal beyond this period shall be subject to mutual written agreement and a revised Quotation Estimate reflecting any changes in scope, rates, or operational requirements in Ghana Accra.
Confidentiality: The Military Officer and all personnel of Accra Defence & Security Consultancy Ltd. shall maintain strict confidentiality regarding all operational plans, security assessments, and sensitive information encountered during the course of duties in Ghana Accra. A Non-Disclosure Agreement (NDA) shall be executed prior to commencement.
Compliance: The Military Officer shall comply with all laws, regulations, and directives of the Republic of Ghana, including but not limited to the Ghana Police Service Act, the National Security Council Act, and all applicable provisions of the Ghanaian Constitution. The officer shall hold a valid work permit and all necessary security clearances for operations within Ghana Accra.
Termination: Either party may terminate this engagement with a written notice of sixty (60) days. In the event of material breach, termination may be effected with fourteen (14) days notice. Upon termination, the Military Officer shall return all equipment, documents, and materials issued by the client.
Insurance and Liability: The Military Officer shall be covered under a comprehensive professional liability and personal accident insurance policy maintained by Accra Defence & Security Consultancy Ltd. The client shall not be held liable for any personal injury or property damage sustained by the officer during the performance of duties.
Dispute Resolution: Any disputes arising from this Quotation Estimate shall be resolved through mediation in Ghana Accra in accordance with the Alternative Dispute Resolution Act, 2010 (Act 798). Failing mediation, disputes shall be referred to the courts of competent jurisdiction in Accra, Ghana.

All prices quoted in this Quotation Estimate are subject to revision in the event of significant fluctuations in the exchange rate between the Ghana Cedi and the US Dollar, or in the event of material changes to the scope of services required. The client is advised to review this document in its entirety before providing written acceptance. This Quotation Estimate does not constitute a guarantee of specific operational outcomes but represents a good-faith estimate of the professional services and resources that will be deployed for the engagement of the Military Officer in Ghana Accra.
