This Quotation Estimate is issued by Global Defense & Security Consulting Group (GDS-CG) in response to the formal request for proposal (RFP No. MOD-2025-118) submitted by the Operational Readiness Division of the Ministry of Defense, Tehran, Iran. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the provision of a qualified Military Officer to serve in an advisory, training, and operational coordination capacity within the Tehran metropolitan command structure. The Military Officer to be deployed under this Quotation Estimate shall hold a minimum rank of Lieutenant Colonel (or equivalent) with no fewer than fifteen (15) years of active service experience in combined-arms operations, strategic planning, and joint command coordination. The Military Officer will be stationed at the designated command facility in Tehran, Iran, and will report directly to the Division Commander. The scope of duties includes but is not limited to: tactical planning and force deployment analysis, personnel training and professional military education, inter-agency liaison coordination, after-action review facilitation, and the development of standardized operating procedures for the Tehran garrison.

- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all pricing is subject to revision based on market conditions and exchange rate fluctuations in Iran Tehran.
- Payment terms: 30% advance upon contract signing, 40% upon successful deployment and security clearance of the Military Officer in Tehran, and 30% upon completion of the twelve-month service period.
- The Military Officer shall comply with all laws, regulations, and protocols of the Islamic Republic of Iran, including but not limited to the National Security Council directives applicable to Tehran-based personnel.
- GDS-CG reserves the right to substitute the assigned Military Officer with a candidate of equal or superior rank and qualifications, subject to prior written approval by the client.
- Early termination of this engagement may be invoked by either party with a sixty (60) day written notice. In such cases, a pro-rata settlement of remaining obligations shall be calculated and settled within thirty (30) days.
- All operational data, training materials, and strategic documents produced during the tenure of the Military Officer shall remain the exclusive property of the Ministry of Defense, Tehran, Iran.
- This Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by authorized representatives of both parties.
- Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through arbitration in Tehran, Iran, in accordance with the rules of the Tehran Regional Arbitration Center (TRAC).
By signing below, the client acknowledges receipt of this Quotation Estimate and confirms that the scope, pricing, and terms outlined herein are acceptable for the Military Officer assignment in Iran Tehran. This signature does not constitute a final contract but serves as an expression of intent to proceed to the formal contracting phase.
