2. Scope of Services — Military Officer Deployment in Israel Tel Aviv
This Quotation Estimate is issued by Leviathan Security & Advisory Group Ltd. in response to the formal request from Meridian International Holdings Ltd. for the engagement of a qualified Military Officer to provide executive protection, security advisory, and operational coordination services within the metropolitan area of Israel Tel Aviv and its surrounding districts. The Military Officer shall serve as the primary security liaison between the client's executive team and all operational security personnel deployed in the Tel Aviv region.
The Military Officer engaged under this Quotation Estimate shall hold a minimum rank of Major (or equivalent) in the Israel Defense Forces (IDF) or a recognized allied military force, with a minimum of twelve (12) years of active service, including at least four (4) years in a command or staff capacity. The officer must possess a valid Israeli security clearance at the "Secret" level or above, as mandated by the Israel Security Service (Shin Bet) for operations within the Tel Aviv metropolitan zone.
Services to be rendered in Israel Tel Aviv include, but are not limited to: daily executive protection detail coordination, threat assessment and risk mitigation planning for client facilities located in Tel Aviv, operational security briefings for corporate leadership, coordination with the Israel Police (Mishmar HaYisrael) and local municipal security authorities, and the management of a team of up to six (6) contracted security operatives assigned to the client's Tel Aviv premises.

This Quotation Estimate stipulates that payment shall be made in monthly installments, due within fourteen (14) calendar days of the invoice date. The initial one-time fees (Items 3.2 and 3.6) shall be invoiced upon commencement of services. A 5% late payment penalty shall apply to any outstanding balance exceeding the stipulated payment window. All payments shall be made via bank transfer to the account of Leviathan Security & Advisory Group Ltd., Bank Leumi, Tel Aviv Branch, Account No. 001-448-2210-77. The Military Officer's retainer and all operational costs associated with the Israel Tel Aviv deployment are inclusive of the officer's transportation, communication equipment, and standard field provisions.
5. Terms & Conditions- This Quotation Estimate is valid for thirty (30) days from the date of issue. Upon expiration, all rates and terms are subject to revision without prior notice.
- The Military Officer engaged under this agreement shall operate in full compliance with Israeli law, including the Israel Defense Forces regulations, the Private Security Services Law (5757-1997), and all applicable municipal ordinances in Tel Aviv-Yafo.
- Leviathan Security & Advisory Group Ltd. reserves the right to substitute the assigned Military Officer with a qualified equivalent of equal or higher rank, provided the client receives no less than seventy-two (72) hours' prior written notice.
- All operational data, threat assessments, and security plans generated in Israel Tel Aviv under this engagement are classified as proprietary information of the client and shall not be disclosed to third parties without written consent.
- The client acknowledges that the Military Officer's services are advisory and protective in nature and do not constitute a guarantee against all possible security incidents. Liability is limited to the total value of this Quotation Estimate.
- Force majeure events, including but not limited to acts of war, terrorism, or government-mandated lockdowns in the Tel Aviv area, shall suspend obligations under this agreement without penalty to either party.
- This Quotation Estimate, once accepted, constitutes a binding contract between the parties. Any amendments must be made in writing and signed by both parties' authorized representatives.
- Governing law: The laws of the State of Israel. Jurisdiction: The competent courts of Tel Aviv, Israel.
