This Quotation Estimate is issued by Valencia Defence & Security Consultancy S.L. to formally outline the scope, deliverables, and associated costs for the engagement of a qualified Military Officer to provide security, advisory, and operational support services within the jurisdiction of Spain Valencia. This document serves as a binding financial proposal and shall remain valid for the period stated above. All figures are presented in Euros (EUR) and are subject to the applicable Spanish Value Added Tax (IVA) at the current rate of 21%, unless otherwise noted.
The Military Officer to be engaged under this Quotation Estimate shall hold a minimum rank of Lieutenant (Teniente) or above, with a minimum of ten (10) years of active service in the Spanish Armed Forces (Ejército de Tierra, Armada, or Ejército del Aire) or an equivalent NATO-allied military institution. The officer must possess a valid security clearance (Nivel 3 or higher) issued by the relevant Spanish authority and must be legally resident in Spain Valencia or its metropolitan area to ensure rapid deployment and familiarity with local terrain, infrastructure, and regulatory frameworks.
The services to be rendered in Spain Valencia include, but are not limited to:
- Executive and corporate security detail for high-profile individuals and delegations visiting or residing in the Valencia region.
- Threat assessment and risk analysis for commercial facilities, industrial sites, and diplomatic premises located in Spain Valencia and its surrounding provinces (Valencia, Castellón, and Alicante).
- Operational planning and tactical advisory for large-scale public events, including but not limited to the Fiestas de la Fallas, the Valencia Marathon, and international trade fairs held at IFEMA Valencia.
- Security protocol development and staff training for corporate entities operating within the Spain Valencia economic zone.
- Emergency response coordination and liaison with local law enforcement (Policía Nacional, Guardia Civil, and Policía Local de Valencia) as required by the operational mandate.
- Post-incident reporting, debriefing, and strategic recommendations delivered in both Spanish and English.

- This Quotation Estimate is valid for a period of ninety (90) days from the date of issue. Upon expiry, all rates and availability must be reconfirmed in writing by Valencia Defence & Security Consultancy S.L.
- Payment terms: 40% advance payment upon acceptance of this Quotation Estimate; 40% upon completion of the second month of service; 20% upon final delivery and acceptance of all reports and deliverables. All payments shall be made via bank transfer to the account designated in the accompanying invoice.
- The Military Officer engaged under this contract shall operate in full compliance with Spanish national law, including the Ley Orgánica 4/2015 on the use of force, the Ley de Seguridad Privada (Ley 5/2014), and all applicable municipal regulations of the Ayuntamiento de Valencia.
- All operational activities within Spain Valencia shall be conducted under the supervision of the contracted Military Officer, who shall maintain direct communication with the client's designated point of contact no less than twice per week.
- Confidentiality: All information, documents, and operational details exchanged in the course of this engagement are classified as strictly confidential. The Military Officer and all supporting personnel shall sign a Non-Disclosure Agreement (NDA) prior to commencing duties.
- Cancellation: Either party may terminate this engagement with a minimum of thirty (30) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the date of termination plus a 10% administrative fee on the remaining contract value.
- Insurance: The Military Officer and all supporting personnel shall be covered by comprehensive professional liability insurance (minimum €2,000,000 per occurrence) and personal accident insurance, the cost of which is included in the rates above.
- Force Majeure: Neither party shall be held liable for failure to perform obligations due to events beyond reasonable control, including but not limited to natural disasters, acts of war, government-imposed restrictions, or public health emergencies affecting the Spain Valencia region.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by and construed in accordance with the laws of the Kingdom of Spain. Any disputes shall be submitted to the competent courts of Valencia, Spain.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and financial obligations outlined herein for the engagement of the Military Officer in Spain Valencia. This document, once countersigned by both parties, constitutes a binding agreement.
