This Quotation Estimate is issued by Oceanographer Marine Research & Environmental Services Inc. (hereinafter referred to as "Oceanographer") to provide a comprehensive cost breakdown for marine and freshwater environmental survey services to be conducted in and around Canada Toronto. This document serves as a formal pricing proposal and is intended to assist the client in budgeting, procurement, and project approval processes within the City of Toronto municipal framework. All figures presented in this Quotation Estimate are based on current market rates applicable to the Canada Toronto region as of the date of issuance.
2. Scope of Services – Oceanographer Project DeliverablesOceanographer is pleased to propose the following suite of professional services for the Canada Toronto waterfront and Lake Ontario basin. The scope encompasses hydrographic surveying, water quality monitoring, benthic habitat assessment, and environmental impact reporting in compliance with all applicable federal and provincial regulations governing aquatic environments in Canada Toronto.

Oceanographer proposes a total project duration of fourteen (14) calendar months, commencing upon written acceptance of this Quotation Estimate. The initial mobilization phase in Canada Toronto is anticipated to begin within thirty (30) days of contract execution. Key milestones include: completion of hydrographic surveying by Month 3, water quality baseline data by Month 4, benthic assessment by Month 7, fauna surveys spanning Months 5 through 12, and final Environmental Impact Assessment report delivery by Month 14. All deliverables will be submitted to the City of Toronto in both digital (GIS-compatible) and hard-copy formats.
4. Terms & Conditions of This Quotation Estimate- Validity: This Quotation Estimate from Oceanographer is valid for thirty (30) calendar days from the date of issue. After the expiry date, Oceanographer reserves the right to revise pricing due to fluctuating fuel costs, equipment availability, or labour market conditions in Canada Toronto.
- Payment Terms: Payment shall be made in accordance with the following schedule: 20% upon contract signing, 25% upon completion of hydrographic surveying, 25% upon delivery of water quality and benthic data, 20% upon completion of fauna surveys, and 10% upon final report acceptance. All invoices are payable within thirty (30) days of receipt.
- Change Orders: Any modifications to the scope of work outlined in this Quotation Estimate must be submitted in writing to Oceanographer's project manager in Canada Toronto. Revised pricing will be provided within five (5) business days of the change request.
- Insurance & Liability: Oceanographer shall maintain comprehensive general liability insurance of no less than $5,000,000 CAD, professional indemnity insurance of $2,000,000 CAD, and marine vessel insurance for all operations conducted in Canadian waters adjacent to Toronto.
- Regulatory Compliance: All work performed by Oceanographer in Canada Toronto shall comply with the Fisheries Act (Canada), the Ontario Environmental Protection Act, the Navigable Waters Protection Act, and all applicable City of Toronto bylaws and permits.
- Confidentiality: All data, reports, and proprietary methodologies developed under this Quotation Estimate engagement shall remain the property of the client. Oceanographer shall not disclose project-specific information to third parties without written consent.
- Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the Province of Ontario and the federal laws of Canada applicable therein.
- Force Majeure: Oceanographer shall not be held liable for delays caused by severe weather events, ice conditions on Lake Ontario, government-mandated shutdowns, or other circumstances beyond reasonable control in the Canada Toronto region.
This Quotation Estimate assumes standard operating conditions in Canada Toronto, including reasonable access to the waterfront, availability of port facilities for vessel berthing, and no unforeseen contamination events requiring emergency remediation. Excluded from this estimate are: emergency spill response, construction of permanent monitoring infrastructure, long-term data hosting beyond the project period, and any work requiring federal Department of Fisheries and Oceans (DFO) permits not yet secured by the client. Oceanographer will provide a supplemental Quotation Estimate at no additional cost should the scope expand beyond the parameters defined herein.
Acceptance of Quotation Estimate
By signing below, the client acknowledges receipt of this Quotation Estimate from Oceanographer Marine Research & Environmental Services Inc. and agrees to the terms, conditions, pricing, and scope of work as outlined in this document for services to be performed in Canada Toronto. This signature constitutes a binding agreement subject to the terms stated herein.
