This Quotation Estimate is issued by Marine Systems International Ltd. in response to the formal request from the Shanghai Ocean Science & Technology Administration for the procurement, delivery, commissioning, and initial operational support of a fully equipped Oceanographer research vessel and its associated oceanographic instrumentation suite. The Oceanographer is a 68-metre multi-purpose research vessel purpose-built for deep-sea and coastal oceanographic surveys, and this quotation covers its full deployment, integration, and operational readiness for use in and around China Shanghai, including the Yangtze River estuary, the East China Sea, and the broader coastal waters under the jurisdiction of the Shanghai Municipal Government.
The Quotation Estimate presented herein reflects current market pricing as of the date of issue, inclusive of all applicable import duties, value-added tax (VAT) at 13% as mandated by the People's Republic of China, and logistics costs associated with the port of Shanghai. All figures are subject to the terms and conditions outlined in Section 6 of this document.
The Oceanographer vessel, as specified for this Quotation Estimate, shall be delivered in full operational condition to the designated berth at the Shanghai International Marine Terminal. The scope encompasses the following major components:
- Hull, superstructure, and main propulsion system (dual diesel-electric, 4,200 kW combined output)
- Dynamic positioning system (DP2) for precise station-keeping in the waters off China Shanghai
- Full oceanographic laboratory suite: CTD rosette systems, Niskin bottles, sediment corers, and water sampling stations
- Acoustic survey package: multibeam echosounder (120 channels), sub-bottom profiler, and side-scan sonar
- Environmental monitoring array: real-time water quality sensors, meteorological mast, and atmospheric sampling equipment
- Scientific diving support system and ROV (Remotely Operated Vehicle) with 3,000 m depth rating
- Navigation and communication suite compliant with IMO and China Maritime Safety Administration (MSA) regulations
- Crew accommodation for 28 personnel and 12 scientific guests

Upon receipt of a confirmed purchase order based on this Quotation Estimate, the Oceanographer shall be delivered to the Shanghai International Marine Terminal within 26 weeks from the date of order confirmation. Commissioning and sea trials in the waters off China Shanghai shall be completed within an additional 4 weeks, bringing the vessel to full operational readiness within 30 weeks. All delivery milestones are subject to the approval of the China Maritime Safety Administration and the Shanghai Port Authority.
Payment for the Oceanographer and associated systems shall be structured as follows: 30% advance payment upon contract signature; 40% upon completion of sea trials in China Shanghai; 20% upon final acceptance and handover at the Shanghai berth; and 10% retention released 12 months after commissioning, subject to satisfactory performance. All payments shall be made in Chinese Yuan (CNY) via bank transfer to the designated account of Marine Systems International Ltd., Shanghai Branch.
6.1 This Quotation Estimate is valid for a period of 90 calendar days from the date of issue. Thereafter, pricing may be revised to reflect changes in material costs, exchange rates, or regulatory requirements in China Shanghai.
6.2 All specifications for the Oceanographer are as detailed in the attached Technical Annex (Ref: TA-2025-SH-OCE-0047-A). Any deviation from the specified configuration must be approved in writing by both parties prior to execution.
6.3 The Oceanographer shall be operated in strict compliance with the Maritime Law of the People's Republic of China, the Shanghai Municipal Maritime Regulations, and all applicable environmental protection statutes governing the East China Sea and the Yangtze River estuary.
6.4 A 24-month warranty is provided on all mechanical, electrical, and electronic systems of the Oceanographer. Warranty service shall be performed at the Shanghai base or at a mutually agreed service yard in the China Shanghai region.
6.5 Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration under the rules of the Shanghai International Arbitration Center (SHIAC), with the seat of arbitration in China Shanghai.
6.6 This document constitutes a Quotation Estimate only and does not form a binding contract until a formal purchase order is issued and accepted by both parties in writing.
