This Quotation Estimate is formally submitted by Marine Sciences & Environmental Consulting Ltd. in response to the request for professional marine and oceanographic services in the coastal and lagoon areas of Ivory Coast Abidjan. The purpose of this document is to provide a comprehensive, itemized breakdown of all costs associated with the engagement of a qualified Oceanographer and supporting technical team to conduct a full marine environmental assessment of the Abidjan coastal zone, including the Lagune Ébrié, the Atlantic shoreline, and the adjacent offshore waters extending to the 12-nautical-mile territorial limit.
The Oceanographer engaged under this Quotation Estimate will hold a minimum of a Doctorate in Oceanography or Marine Science, with no fewer than ten (10) years of field experience in West African coastal environments. The scope of work has been specifically tailored to the unique hydrographic, biological, and geological conditions found in Ivory Coast Abidjan, where the interaction between the lagoon system, the urban port infrastructure, and the open Atlantic Ocean creates a complex and dynamic marine environment requiring expert analysis.
The Oceanographer and the supporting team will deliver the following services as outlined in this Quotation Estimate:
- Hydrographic Survey: Bathymetric mapping, current profiling, and tidal analysis across 45 designated stations in the Abidjan coastal sector and Lagune Ébrié.
- Water Quality Assessment: Collection and laboratory analysis of 320 water samples for parameters including dissolved oxygen, pH, salinity, turbidity, heavy metals, hydrocarbons, and nutrient loading.
- Marine Biological Survey: Benthic community assessment, plankton sampling, and identification of protected or endangered species within the Ivory Coast Abidjan marine jurisdiction.
- Sediment Analysis: Core sampling and geochemical analysis of seabed sediments to assess contamination levels near the Vridi and Autran port zones.

Payment for the services described in this Quotation Estimate shall be made in four (4) equal installments of 25% each, due at the following milestones: (a) upon contract signature and project mobilization in Ivory Coast Abidjan; (b) upon completion of the hydrographic and water-quality fieldwork phase; (c) upon delivery of the preliminary data report; and (d) upon acceptance of the final technical report by the Ministry. All payments shall be made in West African CFA Francs (XOF) via bank transfer to the account of Marine Sciences & Environmental Consulting Ltd. at Ecobank, Abidjan branch.
- This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. After this period, all prices are subject to revision due to currency fluctuation, fuel cost changes, or availability of the Oceanographer and specialized equipment.
- All personnel, including the Lead Oceanographer, shall comply with the labor laws of the Republic of Ivory Coast and the specific maritime regulations governing operations in the Abidjan port and lagoon zones.
- The Oceanographer shall maintain full professional liability insurance and marine operations insurance for the duration of the project in Ivory Coast Abidjan.
- Any change in scope beyond the parameters defined in this Quotation Estimate shall require a written change order signed by both parties before additional work commences.
- All data, reports, and intellectual property generated under this engagement shall become the property of the Ministry of Environment upon final payment.
- Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Abidjan, Ivory Coast, in accordance with the rules of the Ivorian Chamber of Commerce.
- The Oceanographer reserves the right to withdraw from the project with thirty (30) days written notice in the event of force majeure, including but not limited to severe weather events, political instability, or public health emergencies affecting the Ivory Coast Abidjan region.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Oceanographer and supporting team for the marine environmental assessment project in Ivory Coast Abidjan.
