This Quotation Estimate is issued by Meridian Oceanographic Research Institute in response to the formal request from the Kyoto Prefectural Environmental Research Board for the engagement of a senior Oceanographer and associated field and laboratory services. The proposed work will be conducted within the Japan Kyoto metropolitan region, with primary field operations centred on Lake Biwa, the Seta Inlet, and the downstream reaches of the Kamo River. The objective is to deliver a comprehensive hydrographic, chemical, and biological assessment of the aquatic systems that connect the inland waters of Kyoto to the Pacific Ocean, supporting the Board's 2025–2026 environmental monitoring mandate.
The core of this engagement is the deployment of a Principal Oceanographer (Dr. Elena Vasquez, PhD in Physical Oceanography, 18 years of field experience) who will lead all scientific operations in Japan Kyoto. The Oceanographer's responsibilities include, but are not limited to:
- Design and execution of a 12-week field sampling programme across 24 designated stations in Lake Biwa and the Seta Inlet.
- Deployment and calibration of CTD (Conductivity, Temperature, Depth) profilers, ADCP (Acoustic Doppler Current Profiler) arrays, and multiparameter water-quality sondes.

The proposed schedule for this Quotation Estimate spans a total of 16 weeks, commencing on 1 September 2025 and concluding on 27 December 2025. The first 12 weeks are dedicated to active field operations in Japan Kyoto, during which the Oceanographer team will conduct weekly sampling cycles. The remaining 4 weeks are allocated to laboratory processing, data integration, GIS mapping, and the preparation of the final deliverable report. A detailed Gantt chart is attached as Appendix A to this document.
- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Any acceptance beyond this period will require re-confirmation of all rates and availability.
- Payment terms: 30% advance payment upon contract execution; 40% upon completion of field operations (end of Week 12); 30% upon delivery and acceptance of the final report.
- All costs are quoted in Japanese Yen (JPY) and are inclusive of domestic travel within the Kyoto Prefecture. International travel for the Principal Oceanographer is included in Line Item 10.
- The Oceanographer and support team shall comply with all applicable Japanese environmental regulations, including the Water Environment Conservation Act and local Kyoto Prefecture permits for aquatic sampling.
- Any change in scope, additional sampling stations, or extended fieldwork beyond the 12-week period will be subject to a supplementary Quotation Estimate issued within five (5) business days of the change request.
- Intellectual property: All raw data, processed datasets, and the final report shall become the property of the Kyoto Prefectural Environmental Research Board upon full payment. Meridian Oceanographic Research Institute retains the right to publish anonymised scientific findings in peer-reviewed journals with prior written consent.
- Force majeure: Neither party shall be liable for delays caused by natural disasters (typhoons, earthquakes, tsunamis), government-mandated closures, or other events beyond reasonable control, particularly relevant to marine operations in the Japan Kyoto coastal zone.
- Disputes arising from this Quotation Estimate and any resulting contract shall be resolved through arbitration in Kyoto, Japan, in accordance with the rules of the Japan Commercial Arbitration Association.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms outlined herein. The engagement of the Oceanographer team and all associated services in Japan Kyoto shall commence upon receipt of the advance payment and execution of the formal service agreement.
