This Quotation Estimate is formally issued by Deep Blue Marine Research & Consulting Ltd. to provide a comprehensive, itemized financial proposal for the engagement of a senior Oceanographer and a supporting marine science team to deliver full-spectrum oceanographic survey, monitoring, and advisory services in Nigeria Lagos. The scope of work has been tailored to meet the specific environmental, engineering, and regulatory requirements of the Lagos Coastal Development Authority's ongoing infrastructure and environmental management programmes along the Lagos Lagoon and the Atlantic coastline.
The Oceanographer engaged under this Quotation Estimate will hold a minimum of a Master's degree in Oceanography, Marine Science, or a closely related discipline, with no fewer than ten (10) years of documented field experience in tropical and subtropical coastal environments. The Oceanographer will serve as the principal technical lead, overseeing all data collection, laboratory analysis, modelling, and reporting activities conducted within the Nigeria Lagos operational zone.
The Oceanographer and the supporting team will deliver the following services throughout the project period in Nigeria Lagos:
- Hydrographic and Bathymetric Surveys: Multi-beam and single-beam sonar surveys of the Lagos Lagoon, Lekki Channel, and the Atlantic coastal shelf to produce updated depth charts and seabed topography models.
- Water Quality Monitoring: Monthly sampling and laboratory analysis of salinity, dissolved oxygen, pH, turbidity, heavy metals, hydrocarbons, and nutrient concentrations at a minimum of twenty-four (24) fixed stations across Nigeria Lagos.
- Currents and Tidal Modelling: Deployment of ADCP (Acoustic Doppler Current Profiler) arrays and tide gauges to characterise tidal regimes, residual currents, and seasonal flow patterns relevant to port operations and coastal erosion management.
- Marine Sediment Analysis: Collection and classification of sediment cores from the lagoon and nearshore zones to assess contamination levels, grain-size distribution, and erosion/deposition trends.
- Environmental Impact Assessment (EIA) Support: The Oceanographer will prepare and submit all oceanographic data packages required for EIA submissions to the National Environmental Standards and Regulations Enforcement Agency (NESREA) and the Lagos State Ministry of Environment.
- Coastal Erosion and Sea-Level Monitoring: Quarterly GPS-based shoreline mapping and integration with satellite altimetry data to track sea-level rise and erosion rates along the Nigeria Lagos coastline.
- Technical Reporting and Advisory: Monthly progress reports, a comprehensive annual oceanographic report, and on-demand advisory briefings for the Lagos Coastal Development Authority's executive committee.

Payment against this Quotation Estimate shall be made in four (4) equal quarterly instalments, each due within thirty (30) days of the start of the respective quarter. The first instalment of NGN 75,406,600 is payable upon execution of the service agreement and mobilisation of the Oceanographer to the Nigeria Lagos project site. All payments shall be made via bank transfer to the account designated by Deep Blue Marine Research & Consulting Ltd. Late payments shall attract a penalty of 1.5% per month on the outstanding balance.
- This Quotation Estimate is valid for ninety (90) days from the date of issue. Any acceptance beyond this period requires written reconfirmation of all rates.
- The Oceanographer's professional indemnity and marine operations insurance shall be maintained throughout the contract period at no additional cost to the client.
- All data, reports, and deliverables produced under this engagement shall become the exclusive property of the Lagos Coastal Development Authority upon full payment.
- Either party may terminate this agreement with sixty (60) days' written notice. In the event of early termination, the client shall pay for all services rendered and materials procured up to the termination date.
- Any change in scope, additional survey stations, or extended operational hours in Nigeria Lagos shall be subject to a supplementary Quotation Estimate issued by Deep Blue Marine Research & Consulting Ltd. prior to execution.
- This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and financial obligations outlined herein for the engagement of the Oceanographer and marine science team in Nigeria Lagos.
