This Quotation Estimate is issued by DeepBlue Oceanographic Consulting (Pty) Ltd to provide a comprehensive and itemised cost breakdown for the engagement of a qualified Oceanographer to deliver specialised marine and hydrological consulting services in South Africa Johannesburg. The Oceanographer will be deployed to support the client's environmental compliance obligations, water resource management strategies, and impact assessment requirements in accordance with the National Environmental Management Act (NEMA) 107 of 1998 and the National Water Act 36 of 1998 as applicable in the Gauteng Province of South Africa.
Although Johannesburg is situated inland, the demand for an Oceanographer in South Africa Johannesburg is driven by the need for advanced hydrological modelling, sediment transport analysis, aquatic ecosystem assessment, and the application of oceanographic principles to inland water bodies, mining tailings dams, and transboundary river systems that originate from or flow through the region. The Oceanographer will be engaged on a full-time basis for a period of twelve (12) months, commencing 1 August 2025, to perform the following duties in South Africa Johannesburg:
- Conduct comprehensive hydrological and hydrodynamic assessments of all surface water features within the client's operational footprint in the Johannesburg and Ekurhuleni municipal areas.
- Develop and calibrate three-dimensional (3D) water flow models using Delft3D and MIKE 21 software to predict sediment transport, contaminant dispersion, and water level fluctuations in tailings storage facilities.
- Perform quarterly water quality sampling and laboratory analysis in compliance with Department of Water and Sanitation (DWS) regulations, including parameters for heavy metals, pH, turbidity, dissolved oxygen, and biological oxygen demand.
- Prepare Environmental Impact Assessment (EIA) reports and Scoping Reports as required under NEMA, with specific focus on aquatic and riparian ecosystems.
- Provide expert testimony and technical input to the Gauteng Department of Environmental Affairs, Forestry and Fisheries (DEAFF) during regulatory review processes.
- Design and implement a long-term aquatic monitoring programme incorporating oceanographic instrumentation such as current meters, CTD (Conductivity, Temperature, Depth) profilers, and acoustic Doppler current profilers (ADCP).
- Deliver monthly progress reports and quarterly board presentations to the client's senior management team in Johannesburg.
- Supervise and mentor a team of four (4) junior hydrologists and environmental scientists based at the Sandton office.

- Payment Schedule: The total amount of R 3,007,940.00 (inclusive of VAT) shall be paid in twelve (12) equal monthly instalments of R 250,661.67, payable within thirty (30) days of the date of each monthly invoice.
- Advance Payment: A non-refundable mobilisation fee of 10% (R 300,794.00) is due upon signature of this Quotation Estimate and prior to the commencement of services on 1 August 2025.
- Bank Details: Payments shall be made via Electronic Funds Transfer (EFT) to DeepBlue Oceanographic Consulting (Pty) Ltd, FNB, Account No: 6284719305, Branch Code: 250655, Reference: QTE-2025-JHB-0472.
- Late Payment: Interest at the rate of 2% per month (24% per annum) shall accrue on any outstanding balance not settled within the stipulated 30-day period, in accordance with the Late Payment of Interest Act 3 of 2015 (South Africa).
- Validity: This Quotation Estimate is valid for thirty (30) days from the date of issue. After this period, all rates and costs are subject to revision based on prevailing market conditions in South Africa Johannesburg.
- Termination: Either party may terminate the engagement with sixty (60) days written notice. In the event of early termination, the client shall be liable for all costs incurred up to the date of termination, including non-recoverable equipment lease commitments.
- Confidentiality: The Oceanographer and all supporting staff shall adhere to strict confidentiality obligations regarding all data, reports, and proprietary information obtained during the course of this engagement in South Africa Johannesburg.
