This Quotation Estimate is issued by Gulf Coast Marine Sciences LLC to provide a comprehensive and itemized cost breakdown for the professional engagement of a senior Oceanographer to support PetroMarine Energy Solutions, Inc. in the execution of marine environmental assessments, offshore hydrographic surveys, and coastal water quality monitoring programs. All services described herein will be performed in and around the United States Houston metropolitan area, the Gulf of Mexico coastal waters, and associated offshore platforms and terminals within the jurisdiction of the United States.

The Oceanographer engaged under this Quotation Estimate will hold a minimum of a Master's degree in Oceanography, Marine Science, or a closely related discipline, with no fewer than twelve (12) years of documented professional experience in offshore and coastal marine environments. The Oceanographer will be responsible for designing, supervising, and executing all field and laboratory components of the marine environmental program, ensuring full compliance with United States Environmental Protection Agency (EPA) regulations, the National Oceanic and Atmospheric Administration (NOAA) standards, and all applicable Texas Commission on Environmental Quality (TCEQ) guidelines specific to the Houston Ship Channel and Galveston Bay watersheds.

  • 40% ($34,760.00) is due upon completion and delivery of the field data package and preliminary findings report.
  • The remaining 35% ($30,415.00) is due within thirty (30) calendar days of the client's written acceptance of the final Marine Environmental Assessment Report.
  • All payments shall be made via wire transfer to Gulf Coast Marine Sciences LLC, Houston, Texas, United States. Late payments shall accrue interest at a rate of 1.5% per month.
  • This Quotation Estimate is valid for thirty (30) days from the date of issue. After the expiration date, all rates and availability of the Oceanographer are subject to reconfirmation.
  • All Oceanographer services will be performed in strict compliance with United States federal and Texas state environmental regulations, including but not limited to the Clean Water Act, the National Environmental Policy Act (NEPA), and TCEQ Chapter 307.
  • The Oceanographer shall maintain professional liability insurance with a minimum coverage of $2,000,000 per occurrence throughout the duration of the engagement.
  • Confidentiality: All data, reports, and proprietary information exchanged under this Quotation Estimate shall be treated as strictly confidential by both parties and shall not be disclosed to third parties without prior written consent.
  • Force Majeure: Neither party shall be liable for delays or failures in performance resulting from events beyond reasonable control, including but not limited to hurricanes, tropical storms, or other severe weather events common to the Houston, Texas, United States coastal region.
  • Dispute Resolution: Any disputes arising from this Quotation Estimate shall be resolved through binding arbitration in Houston, Texas, United States, in accordance with the rules of the American Arbitration Association.
  • Intellectual Property: All reports, data sets, and deliverables produced by the Oceanographer under this engagement shall become the sole property of the client upon full payment.

By signing below, the client acknowledges receipt of this Quotation Estimate, agrees to the scope of work, rates, and terms outlined herein, and authorizes Gulf Coast Marine Sciences LLC to proceed with the engagement of the Oceanographer for the project described above in the United States Houston area.
