This Quotation Estimate is prepared in response to the formal request submitted by the Tehran Metropolitan Health Authority for the provision of comprehensive Paramedic emergency response services across the metropolitan area of Iran Tehran. The scope encompasses advanced life support (ALS) and basic life support (BLS) Paramedic dispatch, on-scene patient assessment, emergency medical intervention, and inter-facility transport within the defined operational zones of Tehran, including but not limited to the districts of Vali-Asr, Enghelab, Shemiran, and the southern corridors.
All Paramedic personnel deployed under this contract shall hold valid Iranian National Paramedic Licensure (Level III – Advanced), possess a minimum of three (3) years of documented field experience, and be certified in Advanced Cardiac Life Support (ACLS), Pediatric Advanced Life Support (PALS), and Trauma Care (ITLS). Each Paramedic unit operating in Iran Tehran will be equipped with a fully stocked ambulance conforming to the Iranian Ministry of Health ambulance standards (Standard No. MH-AMB-2023), including defibrillators, ventilators, IV infusion pumps, spinal immobilization kits, and trauma management supplies.

The Paramedic response network outlined in this Quotation Estimate is specifically designed for the geographic and demographic realities of Iran Tehran. With a metropolitan population exceeding 9.5 million residents and daily commuter traffic volumes that frequently exceed 4 million vehicles, the deployment strategy prioritizes strategic ambulance staging at 18 pre-identified locations across all 22 administrative districts. Target response times are set at no more than 8 minutes for the central districts (Tehran 1–7) and no more than 12 minutes for the outer districts (Tehran 8–22).
Each Paramedic crew will operate in a two-person configuration (one Advanced Paramedic and one Basic Paramedic) for ALS calls, and a single Basic Paramedic for BLS calls, in strict accordance with the Iranian Emergency Medical Services (EMS) operational guidelines issued by the Ministry of Health, Treatment and Medical Education. All dispatch will be coordinated through the unified 115 emergency number system serving Iran Tehran.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Prices are quoted in Iranian Rials (IRR) and are subject to adjustment in the event of a change in the official exchange rate exceeding 10%.
- Payment terms: 40% advance upon contract signing, 30% at the midpoint of the service period (month 6), and 30% upon successful completion of the 12-month contract term. All payments shall be made via bank transfer to the account designated by MediRescue Tehran Paramedic Services Co., Ltd.
- The Paramedic service provider reserves the right to substitute individual personnel due to medical leave, disciplinary action, or reassignment, provided that all replacement personnel meet or exceed the qualifications specified in Section 2.
- Force majeure events, including but not limited to natural disasters, civil unrest, or government-mandated service suspensions within Iran Tehran, shall be excluded from performance obligations and shall not constitute a breach of contract.
- All data collected during Paramedic patient interactions shall be handled in compliance with the Iranian Personal Data Protection Law (1399) and the Ministry of Health data governance regulations.
- Disputes arising from this Quotation Estimate and the resulting contract shall be resolved through arbitration in Tehran, Iran, in accordance with the rules of the Tehran Regional Arbitration Center (TRAC).
- The client acknowledges that this Quotation Estimate does not constitute a binding contract until a formal service agreement is executed by both parties.
By signing below, the client confirms that this Quotation Estimate for Paramedic services in Iran Tehran has been reviewed, understood, and accepted in its entirety. The undersigned authorizes MediRescue Tehran Paramedic Services Co., Ltd. to proceed with service mobilization upon receipt of the advance payment.
