2. Scope of Work – Petroleum Engineer Services
This Quotation Estimate is issued by NorthStar Energy Consulting Ltd. to provide comprehensive Petroleum Engineer professional services for Lakehead Oil & Gas Partners Inc. All deliverables, site assessments, and technical consultations will be coordinated from our principal office in Canada Toronto, with field deployments across the Ontario and Alberta basins as required. The scope encompasses the following engineering disciplines:
- Reservoir Characterization & Modeling: A Petroleum Engineer will conduct full 3D reservoir simulation, relative permeability analysis, and fluid property evaluation for the client's three active wells in the Western Canada Sedimentary Basin.
- Well Performance Optimization: Detailed production decline analysis, inflow performance relationships (IPR), and artificial lift system design to maximize recovery factors.
- Drilling & Completion Engineering Review: Technical audit of existing wellbore integrity, casing design verification, and cement bond evaluation for 12 legacy wells.
- Enhanced Oil Recovery (EOR) Feasibility Study: Preliminary assessment of water-flood optimization and potential CO2 injection scenarios, including economic modeling.
- Regulatory Compliance & Reporting: Preparation of technical submissions compliant with the Canada Energy Regulator (CER) and Ontario Ministry of the Environment, Conservation and Parks (MECP) requirements.
- On-Site Technical Consultation: Two (2) dedicated days of on-site engineering support at the client's Canada Toronto headquarters for stakeholder presentations and board-level technical briefings.

4. Payment Schedule
- Milestone 1 (30%): $28,340.40 – Due upon execution of this Quotation Estimate and project kickoff.
- Milestone 2 (30%): $28,340.40 – Due upon delivery of Reservoir Model and Well Performance reports (Week 8).
- Milestone 3 (30%): $28,340.40 – Due upon completion of EOR Feasibility and Engineering Audit (Week 12).
- Milestone 4 (10%): $9,446.80 – Due upon final regulatory submission and on-site consultation in Canada Toronto (Week 14).
5. Terms & Conditions
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, rates and availability of the assigned Petroleum Engineer may be subject to revision.
- All professional services shall be performed by a licensed Petroleum Engineer registered with the Professional Engineers Ontario (PEO) board, in full compliance with Canadian engineering standards and the Canada Energy Regulator's technical guidelines.
- Any work exceeding the scope defined in Section 2 by more than 10% in hours or deliverables will be subject to a supplemental Quotation Estimate issued prior to commencement of additional work.
- Confidentiality: All reservoir data, well logs, and proprietary information provided by the client in Canada Toronto or at field sites shall be treated as strictly confidential and shall not be disclosed to third parties without written consent.
- Liability: NorthStar Energy Consulting Ltd. shall not be liable for indirect, consequential, or punitive damages arising from the use of engineering recommendations contained in this Quotation Estimate's deliverables.
- Governing Law: This agreement shall be governed by the laws of the Province of Ontario and the federal laws of Canada applicable therein.
- Dispute Resolution: Any disputes arising from this Quotation Estimate shall be resolved through mediation in Toronto, Ontario, before proceeding to arbitration under the Arbitration Act (Ontario).
