This Quotation Estimate is formally submitted by Ethio Oil & Gas Consultancy PLC to the Ethiopian Petroleum Corporation for the provision of specialized Petroleum Engineer services within the Ethiopia Addis Ababa region and its associated geological exploration corridors. This document outlines the complete scope of work, professional fees, travel and accommodation provisions, and all associated costs required to deliver comprehensive petroleum engineering consultancy in accordance with Ethiopian federal regulations and international industry standards.
The Quotation Estimate has been prepared following a detailed assessment of the client's requirements for reservoir characterization, well planning, production optimization, and subsurface data interpretation. All rates and charges presented herein reflect current market conditions in Ethiopia Addis Ababa and are subject to the terms and conditions specified in Section 6 of this document.
The Petroleum Engineer engagement encompasses the following deliverables and professional activities:
- Reservoir Engineering Analysis: Comprehensive evaluation of subsurface reservoir properties, including porosity, permeability, saturation, and pressure regime modeling for the Ogaden Basin and Afar Depression exploration blocks.
- Well Planning and Design: Development of detailed well construction plans, casing program design, cementing strategies, and completion engineering for both exploration and appraisal wells.
- Production Optimization: Analysis of existing production data, inflow performance modeling, artificial lift system selection, and deliverability forecasting for active wells in the Ethiopia Addis Ababa operational jurisdiction.
- Geomechanical Assessment: Evaluation of formation integrity, fracture gradient determination, and stress regime analysis to support safe drilling operations.
- Technical Reporting: Preparation of monthly progress reports, quarterly technical summaries, and a final comprehensive engineering report upon project completion.
- Regulatory Compliance Review: Ensuring all engineering activities comply with the Ethiopian Petroleum and Natural Gas Proclamation and directives issued by the Ministry of Mines.

Payment for the services described in this Quotation Estimate shall be made in United States Dollars (USD) via bank transfer to the account of Ethio Oil & Gas Consultancy PLC at Commercial Bank of Ethiopia, Addis Ababa Branch. The payment schedule is structured as follows: 30% advance payment upon contract execution, 40% upon completion of the mid-project technical review, and 30% upon final delivery and acceptance of all Petroleum Engineer deliverables. Invoices shall be issued monthly and are payable within thirty (30) calendar days of receipt.
This Quotation Estimate assumes that the client will provide timely access to all existing geological, geophysical, and well data stored at the Ethiopia Addis Ababa data center. The estimate excludes costs associated with physical drilling operations, laboratory core analysis, seismic data acquisition, and any third-party environmental impact assessments. Should the scope of the Petroleum Engineer engagement be expanded beyond the parameters defined herein, a supplementary quotation shall be issued prior to commencement of additional work.
- This Quotation Estimate is valid for sixty (60) days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Ethiopia Addis Ababa.
- All intellectual property generated by the Petroleum Engineer team during the course of this engagement shall remain the exclusive property of the client upon full payment.
- Confidentiality obligations shall survive the termination of this agreement for a period of five (5) years.
- Force majeure events, including but not limited to natural disasters, civil unrest, or government-imposed restrictions within Ethiopia, shall relieve both parties from performance obligations during the affected period.
- Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration in Addis Ababa in accordance with the Ethiopian Arbitration and Conciliation Proclamation.
- The Petroleum Engineer services shall be performed in strict compliance with all applicable Ethiopian federal laws, the Addis Ababa City Administration regulations, and the International Association of Petroleum Engineers (SPE) code of ethics.
By signing below, both parties acknowledge that they have read, understood, and agree to the terms set forth in this Quotation Estimate for Petroleum Engineer services to be delivered in Ethiopia Addis Ababa. This document, once countersigned, shall serve as the basis for the formal service agreement between the parties.
