This Quotation Estimate is issued by Meridian Energy Consulting K.K. in response to the formal request for proposal (RFP-2025-OSK-118) submitted by the Osaka Metropolitan Energy Authority. The purpose of this document is to provide a comprehensive, itemized cost breakdown for the engagement of a Petroleum Engineer and associated technical support services to be deployed and operated within the Japan Osaka metropolitan region and its surrounding offshore jurisdictions. All pricing, deliverables, and service conditions outlined in this Quotation Estimate are binding upon acceptance and are subject to the terms specified in Section 7 below.
The scope of work encompasses the full-cycle petroleum engineering consultancy required for the evaluation, design optimization, and operational oversight of hydrocarbon extraction infrastructure in the Seto Inland Sea Basin, with the primary operational base and reporting office located in Japan Osaka. The Petroleum Engineer will be responsible for reservoir modeling, well integrity assessments, production forecasting, and compliance with the Japanese Ministry of Economy, Trade and Industry (METI) regulatory framework governing petroleum operations in Japanese territorial waters.

This Quotation Estimate assumes that the client will provide access to all existing geological surveys, seismic data, and well logs for the Seto Inland Sea Basin. The Petroleum Engineer team will operate from the Meridian Energy Consulting K.K. office in Japan Osaka (Chuo-ku) and will report to the Osaka Metropolitan Energy Authority on a bi-weekly basis. Costs for third-party laboratory testing, subsea equipment procurement, and any capital expenditure on drilling hardware are explicitly excluded from this estimate and will be quoted separately upon request.
Payment for the services described in this Quotation Estimate shall be made in four equal quarterly installments, due within thirty (30) calendar days of the invoice date. The first installment is due upon formal contract execution. A 1.5% monthly late-payment surcharge will apply to any outstanding balance exceeding the stipulated payment window, in accordance with Japanese commercial practice.
- Month 2: Completion of initial reservoir characterization report and baseline production forecast for the Japan Osaka offshore sector.
- Month 5: Submission of optimized well design package and HSE risk assessment to the Osaka Metropolitan Energy Authority.
- Month 8: Mid-project performance review and updated numerical simulation results incorporating field data.
- Month 12: Final comprehensive petroleum engineering report, regulatory compliance certification, and knowledge-transfer session for client staff in Japan Osaka.
This Quotation Estimate remains valid for a period of ninety (90) days from the date of issue. Acceptance of this Quotation Estimate constitutes a binding agreement between Meridian Energy Consulting K.K. and the Osaka Metropolitan Energy Authority for the petroleum engineering services described herein. Any modifications to scope, timeline, or deliverables must be documented in a formal change order signed by both parties prior to implementation.
- All services shall be performed in strict compliance with Japanese petroleum industry regulations, the Osaka Prefecture Environmental Protection Ordinance, and applicable METI guidelines.
- The Petroleum Engineer personnel engaged under this Quotation Estimate shall maintain valid professional certifications recognized by the Japan Petroleum Institute (JPI).
- Confidentiality and intellectual property rights pertaining to all data, models, and reports generated in Japan Osaka shall remain the exclusive property of the client, as stipulated in the master service agreement.
- Either party may terminate this engagement with sixty (60) days written notice. In such an event, all work completed to date shall be invoiced at the rates specified in this Quotation Estimate.
- Governing law: Laws of Japan. Disputes shall be resolved through arbitration at the Japan Commercial Arbitration Association (JCAA) in Osaka.
