This Quotation Estimate is issued by Himalayan Energy & Petroleum Consultants Pvt. Ltd. to provide a comprehensive, itemized cost breakdown for the engagement of a qualified Petroleum Engineer to deliver specialized technical services within the Nepal Kathmandu region and its adjacent geological territories. This document serves as a formal proposal outlining the scope of work, deliverables, timelines, and associated professional fees. The Quotation Estimate has been prepared in accordance with the standards set by the Nepal Engineering Council and the Nepal Oil Corporation guidelines for petroleum-related consultancy engagements.
The Petroleum Engineer engaged under this Quotation Estimate shall perform the following duties and deliverables in and around Nepal Kathmandu:
- Conduct a comprehensive geological and geophysical assessment of subsurface hydrocarbon potential in the Kathmandu Valley basin and surrounding sedimentary formations.
- Prepare detailed reservoir characterization reports, including porosity, permeability, and saturation analysis using core samples and well-log data.
- Develop production forecasting models and decline-curve analyses for existing and proposed petroleum extraction sites in the Nepal Kathmandu operational zone.
- Provide technical advisory on drilling operations, completion strategies, and well-integrity management in compliance with Nepal's Ministry of Energy, Water Resources and Irrigation regulations.
- Perform environmental impact assessments (EIA) related to petroleum exploration and extraction activities, ensuring alignment with the Nepal Environmental Protection Act, 2076 (2019).
- Design and review surface facilities, pipeline routing, and storage infrastructure plans specific to the topography and seismic considerations of the Nepal Kathmandu region.
- Deliver a minimum of four (4) on-site technical inspections per month at designated project locations within the Kathmandu metropolitan area and its periphery.
- Prepare monthly progress reports and a final comprehensive technical report upon project completion.
- Coordinate with the Nepal Oil Corporation, Department of Mines and Geology, and other relevant governmental bodies in Kathmandu for regulatory approvals and compliance.
- Provide training sessions (minimum two per quarter) for the client's in-house technical staff on petroleum engineering best practices and safety protocols.

- This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. Beyond this period, all rates and terms are subject to revision.
- Payment shall be made in three (3) equal instalments: 40% upon contract signing, 30% upon completion of the mid-project review (Month 6), and 30% upon final delivery of all reports and the closing technical presentation in Nepal Kathmandu.
- The Petroleum Engineer shall maintain professional liability insurance with a minimum coverage of NPR 5,000,000 throughout the engagement period.
- All intellectual property, reports, data, and deliverables produced under this engagement shall become the sole property of the client upon full payment.
- The service provider reserves the right to substitute the assigned Petroleum Engineer with a qualified equivalent, subject to prior written approval from the client.
- Any force majeure event, including but not limited to seismic activity, political unrest, or government-imposed restrictions in the Nepal Kathmandu region, shall extend the project timeline proportionally without penalty to either party.
- Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through arbitration in Kathmandu, Nepal, in accordance with the Nepal Arbitration Act, 2055 (1999).
- This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
- All work shall comply with the Nepal Engineering Council code of conduct, the Occupational Health and Safety Act, and applicable petroleum industry standards (API, SPE, ISO).
