This Quotation Estimate is formally issued by HydroTech Engineering & Consulting Services (Pvt.) Ltd., a registered engineering consultancy operating out of Pakistan Karachi, in response to the written request received from Marla Energy Resources (Pvt.) Ltd. The purpose of this document is to provide a comprehensive, itemized, and transparent cost breakdown for the engagement of a senior Petroleum Engineer to deliver specialized technical services related to reservoir characterization, well performance analysis, and production optimization for the client's operational assets in the Sindh Basin. All pricing, terms, and conditions outlined in this Quotation Estimate are binding upon mutual acceptance and are subject to the regulatory framework governing petroleum and natural gas operations in the Islamic Republic of Pakistan.
The following scope defines the professional services to be rendered by the assigned Petroleum Engineer under this engagement. The Petroleum Engineer shall hold a minimum of fifteen (15) years of progressive experience in upstream petroleum operations, with demonstrated expertise in conventional and unconventional reservoir management. All work shall be conducted in compliance with the Pakistan Petroleum Corporation (PPC) standards, the Oil & Gas Regulatory Authority (OGRA) guidelines, and applicable international engineering codes (API, SPE, NORSOK).
- Reservoir Characterization Study: The Petroleum Engineer shall conduct a full geological and geophysical integration of available seismic, well-log, and core data for Block 11 to produce a 3D reservoir model with uncertainty quantification.
- Well Performance Analysis: Detailed nodal analysis of all producing and injection wells, including inflow performance relationships (IPR), outflow performance relationships (OPR), and artificial lift system evaluation.
- Production Optimization Plan: Development of a twelve-month production optimization strategy incorporating waterflood management, well workover recommendations, and enhanced oil recovery (EOR) feasibility screening.
- Decline Curve & Forecasting: Preparation of historical production decline curves, EUR (Estimated Ultimate Recovery) calculations, and five-year production forecasts for board-level reporting.
- Technical Reporting & Presentations: Submission of a comprehensive final technical report (minimum 120 pages) and two on-site presentation sessions at the client's offices in Pakistan Karachi.
- Regulatory Compliance Review: Verification of all operational parameters against OGRA and Sindh Energy Department requirements, with a compliance gap analysis report.

- Advance Payment: 30% of the Grand Total (PKR 7,019,820) shall be due within seven (7) working days of the client's written acceptance of this Quotation Estimate.
- Milestone Payment 1: 25% (PKR 5,849,850) upon submission and client approval of the Reservoir Characterization Study and Well Performance Analysis deliverables.
- Milestone Payment 2: 25% (PKR 5,849,850) upon submission of the Production Optimization Plan, Decline Curve Forecast, and Regulatory Compliance Report.
- Final Payment: 20% (PKR 4,679,880) upon delivery of the final technical report, completion of both presentation sessions in Pakistan Karachi, and issuance of the client's Certificate of Completion.
- All payments shall be made via bank transfer to the account of HydroTech Engineering & Consulting Services (Pvt.) Ltd. at HBL, Korangi Branch, Pakistan Karachi. No cash payments shall be accepted.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Pakistan Karachi and the broader Pakistani energy sector.
- The Petroleum Engineer assigned to this project shall be a full-time, dedicated resource of HydroTech. Substitution of the primary engineer requires prior written consent from the client.
- All intellectual property, data, and reports generated under this engagement shall become the exclusive property of the client upon full and final payment.
- HydroTech shall maintain professional indemnity insurance of not less than PKR 50,000,000 for the duration of the project.
- Any change in scope beyond the items listed in Section 2 shall be subject to a separate written amendment and a revised Quotation Estimate mutually agreed upon by both parties.
- Disputes arising from this engagement shall be resolved through arbitration in Pakistan Karachi in accordance with the Arbitration Act, 1940 of Pakistan. The governing law shall be the laws of the Islamic Republic of Pakistan.
- The Petroleum Engineer and all supporting staff shall comply with the client's site safety, HSE, and environmental protocols at all field locations.
- This Quotation Estimate does not constitute a contract until countersigned by both parties and the advance payment has been received in full.
The estimated duration for completion of all deliverables under this Quotation Estimate is sixteen (16) weeks from the date of the advance payment receipt. A detailed Gantt chart and weekly progress reporting schedule shall be submitted by the Petroleum Engineer within the first five (5) working days of project commencement. All on-site field visits to the Sindh Basin shall be coordinated with the client's operations team based in Pakistan Karachi.
