This Quotation Estimate is issued by Arctic Energy Solutions LLC in response to the formal request for professional Petroleum Engineer services to be delivered at the client's operational facilities in Russia Saint Petersburg. The scope encompasses the full-cycle engagement of a senior Petroleum Engineer to support reservoir evaluation, well performance optimization, and production forecasting for the Barents Sea offshore asset portfolio managed from the Saint Petersburg headquarters.

The Petroleum Engineer will be responsible for the following core deliverables:

Development and maintenance of static and dynamic reservoir models for three (3) active fields in the Barents Sea region.
Conducting well-by-well production analysis, including nodal analysis, inflow performance relationships (IPR), and deliverability testing interpretation.
Preparing monthly and quarterly production reports aligned with Rosneft and Gazprom regulatory reporting standards applicable in Russia Saint Petersburg.
Designing and evaluating enhanced oil recovery (EOR) strategies, including water injection optimization and gas lift system upgrades.
Providing technical due diligence support for two (2) planned well workover campaigns scheduled for Q3–Q4 2025.
Participating in weekly operational review meetings held at the client's Saint Petersburg office and providing on-site support at the Barents Sea platform as required (up to 12 days per quarter).

Payment for this Quotation Estimate shall be made in accordance with the following schedule:

30% advance payment (RUB 3,382,560) within 10 business days of contract execution.
40% milestone payment (RUB 4,510,080) upon delivery of the EOR Strategy Report and completion of the first three (3) months of Petroleum Engineer services.
30% final payment (RUB 3,382,560) upon project closeout and acceptance of all deliverables by the client's technical committee in Russia Saint Petersburg.

All payments shall be made via bank transfer to the account of Arctic Energy Solutions LLC, Sberbank, Branch Saint Petersburg, BIC: 044030623, Account: 40702810900000012345.

General Provisions

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After the expiry date, all rates and terms are subject to revision.
The Petroleum Engineer assigned to this engagement shall hold a minimum of ten (10) years of professional experience in reservoir engineering and shall possess a valid professional certification recognized by the Russian Ministry of Energy.
All work shall be performed in compliance with applicable Russian federal legislation, including but not limited to the Federal Law on Subsoil Use (No. 2395-1) and industry standards GOST R 52170-2003.
Arctic Energy Solutions LLC shall maintain professional liability insurance with a minimum coverage of RUB 50,000,000 for the duration of the engagement in Russia Saint Petersburg.
Confidentiality: All reservoir data, production figures, and proprietary models provided by the client shall be treated as strictly confidential. The Petroleum Engineer shall sign a Non-Disclosure Agreement (NDA) prior to commencing work.
Force Majeure: Neither party shall be liable for delays caused by events beyond reasonable control, including but not limited to sanctions-related disruptions, natural disasters, or government-mandated shutdowns.
Disputes arising from this Quotation Estimate shall be resolved through arbitration at the Arbitration Court of Saint Petersburg and Leningrad Oblast, Russia.
Any changes to the scope of work must be documented in a written Change Order signed by both parties before additional work commences.
