1. Purpose and Scope of This Quotation Estimate

This Quotation Estimate is issued by Gulf PetroTech Engineering Solutions LLC to provide a comprehensive and itemized cost breakdown for the engagement of a qualified Petroleum Engineer to deliver specialized technical services to Emirates Energy Resources FZCO. The scope of work outlined in this document pertains exclusively to petroleum engineering consultancy, reservoir analysis, well performance optimization, and production enhancement services to be executed within the jurisdiction of United Arab Emirates Dubai. This Quotation Estimate is valid for a period of sixty (60) calendar days from the date of issue, after which all pricing and availability terms shall be subject to revision.

2. Scope of Services – Petroleum Engineer Engagement

The Petroleum Engineer engaged under this Quotation Estimate shall provide the following professional services in United Arab Emirates Dubai:

  • Reservoir Characterization and Modeling: Development of static and dynamic reservoir models using industry-standard software (Petrel, Eclipse) for the client's onshore and offshore assets located in the Dubai and Sharjah emirates.
  • Well Performance Analysis: Comprehensive review of production data, inflow performance relationships (IPR), and deliverability testing for a minimum of twelve (12) producing wells.
  • Production Enhancement Strategy: Design and recommendation of water injection optimization, gas lift adjustments, and artificial lift system upgrades to improve recovery factors.
  • Well Intervention Planning: Technical oversight and engineering design for workover operations, including completion redesign and stimulation programs.
  • Monthly Technical Reporting: Submission of detailed monthly progress reports, production forecasts, and risk assessments to the client's management team in Dubai.
  • Regulatory Compliance: Ensuring all engineering activities comply with the UAE Ministry of Energy and Infrastructure regulations and the Dubai Municipality environmental standards.

Note: All amounts stated in this Quotation Estimate are in United Arab Emirates Dirhams (AED). The 5% Value Added Tax (VAT) is applied in accordance with the Federal Tax Authority regulations of the United Arab Emirates. Any additional services beyond the scope defined herein shall be subject to a separate supplementary Quotation Estimate. 4. Terms and Conditions
  1. This Quotation Estimate is non-binding until formally accepted in writing by the client and countersigned by both parties.
  2. The Petroleum Engineer shall devote a minimum of 40 hours per week to the project while physically present in United Arab Emirates Dubai. Remote work arrangements may be discussed separately.
  3. Payment terms: 30% advance upon contract signing, 40% upon completion of the six-month milestone, and 30% upon final project delivery and acceptance.
  4. All intellectual property, reservoir models, and technical reports generated under this engagement shall become the sole property of the client upon full payment.
  5. The service provider reserves the right to withdraw this Quotation Estimate if the client fails to issue a Purchase Order within the validity period of sixty (60) days.
  6. Any disputes arising from this Quotation Estimate or the subsequent contract shall be governed by the laws of the United Arab Emirates and shall be subject to the jurisdiction of the Dubai Courts.
  7. The Petroleum Engineer shall maintain full professional confidentiality regarding all reservoir data, production figures, and proprietary information of the client.
  8. Force majeure events, including but not limited to natural disasters, government sanctions, or pandemics affecting operations in United Arab Emirates Dubai, shall exempt both parties from performance obligations during the affected period.
5. Acceptance and Authorization

By signing below, both parties acknowledge that this Quotation Estimate accurately reflects the agreed-upon scope, pricing, and terms for the Petroleum Engineer services to be rendered in United Arab Emirates Dubai. This document, once executed, shall serve as the basis for the formal Service Agreement to be drafted within fourteen (14) days of acceptance.
