1. Introduction and Purpose of This Quotation Estimate
This Quotation Estimate has been prepared by Meridian Energy Consulting Ltd. to provide Northfield Energy Holdings plc with a comprehensive and transparent breakdown of professional fees, expenses, and associated costs for the engagement of a senior Petroleum Engineer. The scope of work outlined herein pertains specifically to reservoir engineering consultancy, production optimisation, and technical advisory services to be delivered within the United Kingdom Birmingham metropolitan area and associated operational sites in the West Midlands region. This Quotation Estimate reflects current market rates for qualified Petroleum Engineer services in the United Kingdom Birmingham energy sector as of June 2025.
2. Scope of Work – Petroleum Engineer Services
The Petroleum Engineer engaged under this Quotation Estimate shall deliver the following professional services:
- Reservoir Characterisation and Modelling: Conduct a full 3D numerical reservoir simulation of the West Midlands Basin assets, including history matching, sensitivity analysis, and forecast production profiling. The Petroleum Engineer will utilise industry-standard software (Eclipse, Petrel) to deliver actionable insights to the client's operations team based in Birmingham.
- Production Optimisation Review: Perform a detailed audit of current production rates, well performance, and artificial lift systems across all active wells. The Petroleum Engineer will identify bottlenecks, recommend debottlenecking measures, and prepare a prioritised action plan for implementation within the United Kingdom Birmingham operational footprint.
- Technical Advisory and Reporting: Provide ongoing technical advisory support to the client's management team, including preparation of monthly progress reports, quarterly technical presentations, and ad-hoc engineering assessments. All deliverables will be produced in accordance with UK Oil and Gas Authority (UKOGA) reporting standards.
- Regulatory Compliance Support: Assist the client in meeting all statutory obligations under the Petroleum Act 1998 and UKOGA licensing conditions. - Site Inspections and Field Surveys: Conduct a minimum of four (4) on-site inspections per quarter at operational facilities within the United Kingdom Birmingham area and surrounding West Midlands locations. 4. Payment Terms
4.1 Invoices shall be issued on a monthly basis in arrears, with payment due within thirty (30) calendar days of the invoice date. Payment shall be made by BACS transfer to the account details provided on each invoice.
4.2 A mobilisation fee of 15% of the total Quotation Estimate value (i.e., £11,574.00 inclusive of VAT) shall be payable upon execution of the service agreement and prior to commencement of work.
4.3 Late payments shall attract interest at a rate of 4% per annum above the Bank of England base rate, in accordance with the Late Payment of Commercial Debts (Interest) Act 1998.
4.4 All rates quoted in this Quotation Estimate are fixed for the initial twelve-month contract period. Any extension beyond this period shall be subject to a mutually agreed annual fee adjustment not exceeding the Consumer Price Index (CPI) for the United Kingdom.
5. Terms and Conditions
5.1 This Quotation Estimate is valid for sixty (60) days from the date of issue. Beyond this period, all rates and availability are subject to reconfirmation in writing.
5.2 The Petroleum Engineer assigned to this engagement shall hold a minimum of ten (10) years of post-qualification experience in reservoir engineering and shall be a member in good standing of the Institution of Mechanical Engineers (IMechE) or the Society of Petroleum Engineers (SPE).
5.3 All work shall be performed in accordance with applicable UK legislation, including the Health and Safety at Work etc. Act 1974, the Petroleum (Production) Regulations 1998, and all relevant UKOGA guidance documents.
5.4 The client shall provide reasonable access to all operational sites, data repositories, and personnel necessary for the Petroleum Engineer to fulfil the scope of work. Failure to provide timely access may result in schedule delays for which Meridian Energy Consulting Ltd. shall not be liable.
5.5 All intellectual property, reports, models, and deliverables produced specifically for the client under this engagement shall become the property of the client upon full payment of the associated fees.
5.6 This Quotation Estimate does not constitute a binding contract until a formal service agreement has been executed by both parties. Governing law shall be that of England and Wales, and any disputes shall be subject to the exclusive jurisdiction of the courts of the United Kingdom Birmingham region.
6. Acceptance and Authorisation
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of Petroleum Engineer services in the United Kingdom Birmingham area.
