This Quotation Estimate is formally issued to present the comprehensive cost breakdown for the engagement of a qualified Physicist to deliver specialized consulting, research oversight, and technical advisory services within the administrative and governmental district of Brazil Brasília. The scope of work described herein has been developed in accordance with the preliminary requirements communicated by the requesting department of the MCTI and reflects current market rates for expert-level physics consultancy in the Federal District of Brazil.
The Physicist engaged under this Quotation Estimate shall perform the following activities in and around Brazil Brasília:
- Technical Advisory (40 hours): Provide expert consultation on quantum computing infrastructure planning, including feasibility analysis, hardware architecture recommendations, and integration strategies for the national research network headquartered in Brasília.
- Research Oversight (30 hours): Supervise and review ongoing experimental physics projects conducted at partner laboratories in the Brasília metropolitan area, ensuring compliance with national and international safety and ethical standards.
- Report Authoring (25 hours): Draft a comprehensive technical report on the state of plasma physics applications relevant to Brazil's energy sector, to be submitted to the Brasília-based policy committee within the agreed timeline.
- Workshop Facilitation (16 hours): Design and deliver two (2) in-person workshops for graduate students and junior researchers at the University of Brasília (UnB), covering advanced topics in condensed matter physics and computational modeling.
- Site Visits and Inspections (12 hours): Conduct on-site technical inspections of experimental facilities located in the Brasília Science and Technology Park (Parque Tecnológico de Brasília), producing detailed condition assessments and upgrade recommendations.
- Administrative and Coordination (8 hours): Attend project coordination meetings, prepare progress reports, and maintain communication with the MCTI project management office in Brasília.

4.1 This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Beyond this period, all rates and totals are subject to revision based on prevailing market conditions in Brazil Brasília.
4.2 Payment shall be made in three (3) equal installments: 40% upon contract signing, 35% upon completion of the midpoint deliverables, and 25% upon final acceptance of all reports and workshop materials by the MCTI project office in Brasília.
4.3 The Physicist shall comply with all applicable Brazilian federal and District Federal regulations, including data protection laws (LGPD) and public procurement norms (Lei 14.133/2021) where applicable to the engagement.
4.4 Any change in scope, additional hours, or extension of the project timeline beyond the originally agreed period in Brazil Brasília shall require a written amendment to this Quotation Estimate, signed by both parties, before additional work commences.
4.5 All intellectual property produced under this engagement shall be jointly owned by the contracting entity and the Physicist, unless otherwise stipulated in a separate intellectual property agreement.
4.6 The Physicist reserves the right to withdraw from this Quotation Estimate with fourteen (14) days written notice should force majeure events prevent the performance of services in Brazil Brasília.
By signing below, both parties acknowledge that this Quotation Estimate accurately reflects the agreed-upon scope, costs, and conditions for the engagement of the Physicist in Brazil Brasília.
