This Quotation Estimate is formally issued by Atlas Scientific Consulting SARL, a specialized scientific advisory firm headquartered in Morocco Casablanca, in response to the request for professional services rendered by a qualified Physicist to support the Ministry of Higher Education, Research & Innovation in the development of its national advanced physics research programme. This document outlines the scope of work, deliverables, timeline, and associated costs for the engagement of a senior Physicist consultant based in Morocco Casablanca for a period of twelve (12) months, commencing 1 September 2025.

The Physicist engaged under this Quotation Estimate shall hold a minimum of a Doctorate (PhD) in Theoretical or Applied Physics, with no fewer than fifteen (15) years of post-doctoral research experience, and shall be physically resident in Morocco Casablanca for the duration of the contract to ensure continuous on-site availability and direct collaboration with the client's research teams.

The Physicist consultant shall provide the following services as part of this Quotation Estimate:

Strategic advisory on the design and implementation of advanced physics research laboratories in Morocco Casablanca, including particle physics, quantum optics, and condensed matter physics facilities.
Monthly on-site consultation sessions (minimum 80 hours per month) at the client's premises in Morocco Casablanca to review experimental protocols, data analysis methodologies, and publication strategies.
Preparation of a comprehensive annual research roadmap document aligned with Morocco's national science and technology strategy, to be delivered by 31 December 2025.
Mentorship and supervision of up to six (6) post-doctoral researchers and doctoral students affiliated with the University of Hassan II, Casablanca.
Representation of the client at no fewer than four (4) international physics conferences per year, with full reporting and presentation of findings upon return to Morocco Casablanca.
Technical review and peer evaluation of grant proposals submitted to the Moroccan National Agency for Scientific Research (ANRT) and international funding bodies.
Development of a training curriculum for undergraduate physics students at the Faculty of Sciences, University of Hassan II, Casablanca, incorporating cutting-edge research topics.

Payment for this Quotation Estimate shall be made in quarterly instalments, due within thirty (30) days of the invoice date. The first instalment of 25% (MAD 704,850) shall be due upon contract signature. Subsequent quarterly payments of 25% each shall be due on 1 December 2025, 1 March 2026, and 1 June 2026. All payments shall be made via bank transfer to the account of Atlas Scientific Consulting SARL, Bank Al Maghrib, Casablanca, Morocco. Late payments shall incur a penalty of 1.5% per month as stipulated under Moroccan commercial law.

This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, pricing and availability of the Physicist consultant are subject to re-evaluation.
All services described herein shall be performed by the designated Physicist consultant, Dr. Youssef El Amrani, or by a suitably qualified substitute approved in writing by the client. No substitution shall be made without prior notice.
The Physicist consultant shall comply with all applicable laws and regulations of the Kingdom of Morocco, including data protection provisions under Law 09-08 and intellectual property statutes.
All deliverables, reports, and intellectual property generated under this engagement shall become the exclusive property of the client upon full payment, except for pre-existing knowledge and methodologies of the Physicist.
Either party may terminate this agreement with sixty (60) days' written notice. In the event of early termination, the client shall be liable for all services rendered up to the termination date plus a 10% administrative fee.
Disputes arising from this Quotation Estimate or the resulting contract shall be resolved through amicable negotiation in Morocco Casablanca. Failing resolution within thirty (30) days, the matter shall be submitted to the competent courts of Casablanca, Morocco.
This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and countersigned by authorized representatives.

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Physicist consultant in Morocco Casablanca.
