This Quotation Estimate is formally issued by SecureGuard Algeria SARL to provide a comprehensive and itemized financial breakdown for the deployment, supervision, and operational management of a certified Police Officer within the jurisdiction of Algeria Algiers. The services described herein are designed to meet the specific security, patrol, and public order requirements of the client as outlined in the preliminary request for proposal dated 02 June 2025. All rates quoted are in Algerian Dinar (DZD) and are subject to the terms and conditions stated in this document.

The Police Officer assigned under this contract shall operate exclusively within the administrative boundaries of Algeria Algiers, including but not limited to the communes of Hydra, El Biar, Bab El Oued, and the central business district. The officer shall be a fully licensed and certified member of the Algerian national security apparatus, holding a valid professional authorization issued by the Ministry of the Interior of the People's Democratic Republic of Algeria. The scope of duties includes:

Continuous patrol and surveillance of the designated premises and surrounding public areas in Algeria Algiers.
Access control, visitor management, and identification verification at all entry and exit points.
Incident response, crowd management, and coordination with local Algeria Algiers municipal police stations.
Preparation of daily and weekly operational reports submitted to the client's security management office.
Compliance with all national legislation governing the deployment of a Police Officer in private and semi-public facilities.
Emergency evacuation coordination and first-response intervention in accordance with Algerian civil protection protocols.

4.1 Payment shall be made in monthly installments, due within fifteen (15) calendar days of the invoice date. The first installment shall be due upon the formal acceptance of this Quotation Estimate and the signing of the master service agreement.

4.2 All payments shall be remitted via bank transfer to the designated account of SecureGuard Algeria SARL at the National Bank of Algeria, Algiers branch. No cash payments shall be accepted for amounts exceeding 50,000 DZD.

4.3 A late payment penalty of 1.5% per month shall be applied to any outstanding balance exceeding the stipulated payment window.

4.4 This Quotation Estimate does not constitute a binding contract until countersigned by both parties and registered with the relevant commercial court in Algeria Algiers.

5.1 This Quotation Estimate is valid for a period of thirty (30) days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in Algeria Algiers and any changes in the national minimum wage applicable to security personnel.

5.2 Either party may terminate the service agreement with a written notice of sixty (60) days. In the event of early termination, a cancellation fee equivalent to one month's full service charge shall be applicable.

5.3 Neither party shall be held liable for failure to perform obligations due to force majeure events, including but not limited to natural disasters, civil unrest, or government-mandated suspensions of public activity within Algeria Algiers.

6.1 The deployment of the Police Officer shall be conducted in full compliance with Law No. 04-01 of 2004 relating to the organization of the security forces, Decree No. 12-345 of 2012 governing private security operations, and all applicable municipal regulations of the Wilaya of Algiers.

6.2 The Police Officer shall carry a valid national identity card, a professional security authorization, and a current medical fitness certificate at all times while on duty in Algeria Algiers.

6.3 All personal data collected during the course of service shall be handled in accordance with Algerian data protection legislation.

This document, once signed, shall serve as the foundational financial reference for the subsequent master service agreement.
