This Quotation Estimate is formally issued by Kyoto Metropolitan Public Safety Services Co., Ltd. in response to the request for professional Police Officer deployment and security services within the historic and culturally significant districts of Japan Kyoto. The scope of this estimate encompasses the full provision of licensed, trained, and certified Police Officer personnel to ensure public safety, crowd management, and crime prevention across designated heritage zones in the city of Kyoto, Japan.
1. Scope of Services – Police Officer Deployment in Japan KyotoThe Police Officer services outlined in this Quotation Estimate are designed to address the specific security needs of Kyoto's most visited cultural and tourist areas, including but not limited to the Gion district, Fushimi Inari Taisha, Kinkaku-ji (Golden Pavilion), Arashiyama Bamboo Grove, and the Nishiki Market corridor. Each Police Officer assigned under this contract shall hold a valid Japanese National Police Agency (NPA) certification, possess a minimum of five (5) years of active-duty experience, and demonstrate proficiency in both Japanese and English to effectively communicate with the international visitor population that Japan Kyoto attracts annually.
The Police Officer personnel will be responsible for the following duties throughout the contracted period:
- Patrol and surveillance of designated heritage sites and pedestrian zones in Japan Kyoto;
- Crowd management and traffic coordination during major cultural events, festivals (matsuri), and peak tourist seasons;
- Incident response, first aid, and emergency evacuation support in coordination with the Kyoto Prefectural Police;
- Crime prevention, anti-theft monitoring, and public order maintenance in high-traffic commercial areas;
- Collaboration with local municipal authorities, tourism boards, and cultural preservation offices within Japan Kyoto;
- Preparation and submission of daily and weekly security incident reports to the contracting authority.

Payment for the services described in this Quotation Estimate shall be made in accordance with the following schedule, subject to satisfactory performance of the Police Officer personnel and approval of monthly service reports:
- Advance Payment (30%): ¥44,239,140 – Due within 14 business days of contract execution.
- Monthly Installments (40%): ¥58,985,520 – Payable in six (6) equal monthly installments of ¥9,830,920, due on the 5th of each month.
- Final Settlement (30%): ¥44,239,140 – Due within 21 business days of project completion and final acceptance report.
- This Quotation Estimate is valid for a period of ninety (90) calendar days from the date of issue. Beyond this period, all pricing for Police Officer services in Japan Kyoto is subject to revision based on prevailing labor market conditions and regulatory changes.
- All Police Officer personnel assigned under this contract shall comply with the Public Security Act of Japan, the Kyoto City Ordinance on Public Order, and all applicable national and municipal regulations governing security operations in heritage-protected zones.
- The contracting authority reserves the right to request the replacement of any Police Officer who fails to meet performance standards, with a written notice period of no fewer than seven (7) days.
- Force majeure events, including but not limited to natural disasters (earthquakes, typhoons), public health emergencies, or government-issued restrictions affecting operations in Japan Kyoto, shall suspend contractual obligations without penalty to either party.
- All data collected during Police Officer patrols and incident reporting shall be handled in strict accordance with Japan's Act on the Protection of Personal Information (APPI, 2020 revision).
- Disputes arising from this Quotation Estimate shall be resolved through mediation under the jurisdiction of the Kyoto District Court, Japan.
- This Quotation Estimate does not constitute a binding contract until countersigned by both parties and registered with the relevant municipal authority in Kyoto, Japan.
