This Quotation Estimate is issued by Metropolitan Security & Public Order Services Co., Ltd. in response to the formal request for the deployment and contractual engagement of a qualified Police Officer to provide public safety, crowd management, and order-maintenance services within the jurisdiction of Japan Tokyo. This document outlines the full scope of services, associated costs, and contractual terms governing the provision of Police Officer personnel in the Tokyo metropolitan area.

The contracted Police Officer shall be assigned to the Tokyo Metropolitan Government's Public Safety Bureau to perform duties consistent with the National Public Safety Organization Act and the Tokyo Metropolitan Police Regulations. The Police Officer will operate within the central wards of Japan Tokyo, including but not limited to Chiyoda-ku, Shinjuku-ku, Minato-ku, and Chuo-ku. Responsibilities include but are not limited to:

Patrol and surveillance of high-traffic public areas, including Tokyo Station, Shinjuku Station, and the Ginza commercial district.
Crowd management and public order enforcement during major events, festivals, and international summits hosted in Japan Tokyo.
Assistance to the Tokyo Metropolitan Police Department in traffic control, incident response, and community policing initiatives.
Coordination with local ward offices and emergency services to maintain public safety standards across the Japan Tokyo metropolitan region.
Preparation and submission of daily operational reports to the supervising authority of the Public Safety Bureau.

Payment for the services outlined in this Quotation Estimate shall be made in accordance with the following schedule. All payments are to be remitted to the bank account designated by Metropolitan Security & Public Order Services Co., Ltd. in Japanese Yen (JPY).

Advance Payment (30%): Due within 14 business days of acceptance of this Quotation Estimate. Amount: JPY 3,658,710.
Quarterly Installments (20% each): Due on the 5th of the first month of each fiscal quarter. Amount: JPY 2,439,140 per installment.
Final Settlement (10%): Due within 30 days of the completion of the 12-month service period. Amount: JPY 1,219,570.

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all prices and terms are subject to revision based on prevailing labor market conditions in Japan Tokyo.
The Police Officer engaged under this contract must hold a valid appointment from the Tokyo Metropolitan Police Department and maintain all required certifications issued by the National Police Agency of Japan.
All services shall be performed in strict compliance with the Criminal Code of Japan, the Police Law (Act No. 198 of 1948), and all applicable Tokyo Metropolitan ordinances governing public safety operations in Japan Tokyo.
Either party may terminate this agreement with sixty (60) days' written notice. In the event of early termination, a pro-rata refund of unused fees shall be calculated and returned within 30 days.
The Police Officer shall be subject to random drug and alcohol testing in accordance with Tokyo Metropolitan Police Board regulations. Failure to comply shall result in immediate suspension of services and potential contract termination.
All operational data, incident reports, and personal information collected by the Police Officer during service in Japan Tokyo shall be handled in accordance with the Act on the Protection of Personal Information (APPI) and Tokyo Metropolitan data governance policies.
Disputes arising from this Quotation Estimate shall be resolved through mediation under the Japan Commercial Arbitration Association (JCAA) before any litigation is commenced in the Tokyo District Court.
This Quotation Estimate does not constitute a binding contract until countersigned by both parties and the required government procurement approvals are obtained from the Tokyo Metropolitan Government.

By signing below, both parties acknowledge that they have read, understood, and agree to all terms, conditions, and cost estimates set forth in this Quotation Estimate for the engagement of a Police Officer to serve in the public safety capacity within Japan Tokyo.
