1. Purpose of This Quotation Estimate

This Quotation Estimate is formally submitted by SecureGuard Pakistan (Private) Limited in response to the written request received from the Karachi Industrial Estate Authority (KIEA) for the deployment and management of trained Police Officer personnel to provide comprehensive security services at the Karachi Industrial Estate, Block C, located in the Korangi Industrial Area of Pakistan Karachi. This document outlines the complete scope of services, itemized cost breakdown, operational parameters, and contractual terms governing the engagement of qualified Police Officer candidates for the specified duration.

2. Scope of Services – Police Officer Deployment

SecureGuard Pakistan (Private) Limited shall recruit, train, deploy, and manage a team of licensed Police Officer personnel in accordance with the regulations set forth by the Sindh Police Department and the National Commission for Security (NCS). The Police Officer team shall be responsible for the following duties at the designated site in Pakistan Karachi:

24/7 perimeter security and access control at all entry and exit points of Block C, Karachi Industrial Estate.
Patrolling of industrial zones, parking areas, and common corridors on a rotational shift basis.
Monitoring and operation of CCTV surveillance systems installed across the estate.
Coordination with the local Karachi Police Station (Korangi Police) during emergencies, incidents, or law enforcement operations.
Maintenance of daily incident logs, visitor registers, and shift handover reports.
Fire safety monitoring and coordination with the Karachi Fire & Rescue Service.
Prevention of unauthorized entry, theft, vandalism, and any criminal activity within the estate premises.

4. Payment Terms

Payment shall be made on a monthly basis within 15 (fifteen) calendar days of receipt of the invoice. The first payment shall be due upon successful deployment of all Police Officer personnel and completion of the initial orientation at the site in Pakistan Karachi. A 10% advance payment is required to initiate recruitment and training of the Police Officer team. All amounts are quoted in Pakistani Rupees (PKR) and are inclusive of all applicable local taxes unless otherwise stated.

5. Terms and Conditions

This Quotation Estimate is valid for a period of thirty (30) days from the date of issue. Beyond this period, pricing may be revised to reflect changes in market rates, government-mandated wage adjustments, or regulatory updates in Pakistan Karachi.
All Police Officer personnel deployed under this contract shall hold valid National Commission for Security (NCS) certificates and shall be registered with the Sindh Police Department. Copies of certifications shall be provided to the client prior to deployment.
SecureGuard Pakistan (Private) Limited shall bear full liability for the conduct, performance, and legal compliance of all Police Officer personnel assigned to the site in Pakistan Karachi.
The client reserves the right to request the replacement of any Police Officer who fails to meet performance standards, with a written notice of no less than 72 hours.
Shift pattern: Three (3) shifts of 8 hours each (00:00–08:00, 08:00–16:00, 16:00–24:00) to ensure uninterrupted 24/7 coverage at the Karachi Industrial Estate site.
Any escalation in government-mandated minimum wages, social security contributions, or NCS fee structures during the contract period shall be mutually discussed and adjusted in writing.
This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
Disputes arising from this engagement shall be resolved through arbitration in Karachi, Sindh, Pakistan, in accordance with the Arbitration Act, 1940.

6. Acceptance and Authorization

By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the deployment of Police Officer services at the specified location in Pakistan Karachi.
