This Quotation Estimate is formally submitted by Cape Town Security & Law Enforcement Services (Pty) Ltd in response to the request for additional Police Officer deployment within the jurisdiction of South Africa Cape Town. The purpose of this document is to provide a comprehensive, itemised financial breakdown for the recruitment, training, equipping, and sustained operational deployment of qualified Police Officer personnel to support the Cape Town Metropolitan Police Department in its ongoing community safety and crime prevention initiatives across the metropolitan area.
The scope of this Quotation Estimate covers a twelve (12) month contract period commencing on 1 September 2025, with an option for renewal for a further twelve (12) months subject to mutual agreement and satisfactory performance review. All costs are quoted in South African Rand (ZAR) and are inclusive of Value Added Tax (VAT) at the prevailing rate of 15% as applicable in South Africa Cape Town.
The following services are encompassed within this Quotation Estimate for the provision of Police Officer services in South Africa Cape Town:
- Recruitment and vetting of a minimum of twenty-four (24) fully qualified and SAPS-accredited Police Officer personnel, each holding a valid Section 21 certificate and a minimum of three (3) years of operational experience in metropolitan policing.
- Provision of standard-issue Police Officer uniforms, body armour, duty belts, communication devices (TETRA radios), and personal protective equipment in accordance with South African Police Service (SAPS) specifications.
- Pre-deployment training programme including advanced community policing, traffic enforcement, crime scene management, use-of-force protocols, and cultural sensitivity training specific to the diverse communities of South Africa Cape Town.
- Operational deployment across designated zones in the Southern Suburbs (Sea Point, Clifton, Camps Bay, Muizenberg) and the Atlantic Seaboard (Woodstock, Observatory, Newlands, Rondebosch) districts.
- Provision of a dedicated supervisory team comprising two (2) Senior Police Officer supervisors and one (1) Operations Manager based in Cape Town.
- Monthly performance reporting, incident logging, and coordination with the Cape Town Metropolitan Police Department command structure.
- 24/7 operational coverage including weekend and public holiday duty rosters.

All amounts are quoted in South African Rand (ZAR). This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Prices are subject to adjustment in the event of a change in the South African Consumer Price Index (CPI) exceeding 5% during the contract term.
- This Quotation Estimate is valid for a period of thirty (30) days from the date of issue. Thereafter, pricing may be subject to revision based on prevailing market conditions in South Africa Cape Town.
- Payment terms: 50% advance payment upon contract signature; the remaining 50% to be paid in equal monthly instalments over the twelve (12) month contract period, due on the 5th business day of each month.
- All Police Officer personnel deployed under this contract shall be fully compliant with the South African Police Service Act 68 of 1995 (as amended), the Private Security Industry Regulation Act 56 of 2001, and all applicable municipal by-laws of the City of Cape Town.
- The client reserves the right to request the replacement of any Police Officer who fails to meet performance standards, with a replacement to be provided within five (5) working days at no additional cost.
- Both parties shall be bound by the Protection of Personal Information Act (POPIA) 4 of 2013 with respect to all data processed during the term of this engagement in South Africa Cape Town.
- This Quotation Estimate does not constitute a binding contract until a formal service-level agreement (SLA) has been executed by both parties.
- Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved in terms of the Arbitration Act 27 of 1967, with the seat of arbitration in Cape Town, Western Cape, South Africa.
- The contractor shall maintain a minimum B-BBEE Level 2 status throughout the duration of the contract, in alignment with the procurement policies of the City of Cape Town.
