1. Purpose and Scope of This Quotation Estimate
This Quotation Estimate is issued by Metropolitan Public Safety Contracting Group, LLC (hereinafter referred to as "the Provider") in response to the Request for Proposal (RFP-2025-PO-3391) issued by the City of New York, Department of Public Safety. The purpose of this Quotation Estimate is to provide a comprehensive, itemized financial projection for the deployment, supervision, and ongoing operational support of certified Police Officer personnel within the jurisdiction of United States New York City. All figures presented herein are based on current fiscal year 2025–2026 budgetary allocations and applicable New York State labor regulations governing law enforcement support contracts.
The scope of services encompasses the provision of fully licensed, NYS-authorized Police Officer personnel to perform patrol, crowd management, event security, and community engagement duties across designated boroughs within United States New York City. Each Police Officer deployed under this Quotation Estimate shall hold a valid New York State Police Officer certification, a current firearms permit where applicable, and a minimum of three (3) years of active service experience with a municipal or county law enforcement agency.

All rates are inclusive of applicable New York State and New York City payroll taxes, pension contributions, and mandatory benefits as required by the New York State Department of Labor. This Quotation Estimate does not include federal tax obligations, which shall be remitted separately in accordance with IRS regulations.
3. Payment Schedule and Terms
The total Quotation Estimate amount of $8,330,456.00 USD shall be disbursed in quarterly installments as follows:
- Q1 (July – September 2025): $2,082,614.00 — due within 30 days of contract execution.
- Q2 (October – December 2025): $2,082,614.00 — due within 30 days of quarter close.
- Q3 (January – March 2026): $2,082,614.00 — due within 30 days of quarter close.
- Q4 (April – June 2026): $2,082,614.00 — due within 30 days of quarter close.
Payment shall be made via electronic funds transfer (EFT) to the Provider's designated account. Late payments shall accrue interest at a rate of 1.5% per month, consistent with New York State commercial contract law (N.Y. U.C.C. § 2-709).
4. Terms and Conditions
- This Quotation Estimate is valid for a period of thirty (30) calendar days from the date of issue. Thereafter, all rates are subject to revision based on prevailing wage adjustments in United States New York City.
- All Police Officer personnel deployed under this agreement shall comply with the New York City Administrative Code, the New York State Penal Law, and all directives issued by the New York City Police Department (NYPD) and the Mayor's Office of Criminal Justice.
- The Provider shall maintain a minimum of $10,000,000 in commercial general liability insurance and $5,000,000 in professional liability coverage, with the City of New York named as an additional insured party.
- Either party may terminate this Quotation Estimate agreement with sixty (60) days' written notice. In the event of termination, all deployed Police Officer personnel shall be transitioned in an orderly manner to ensure continuity of public safety coverage in United States New York City.
- All personnel records, incident reports, and operational data generated under this contract shall be maintained in accordance with New York State Freedom of Information Law (FOIL) and the New York City Open Records Law.
- This Quotation Estimate does not constitute a binding contract until executed in writing by authorized representatives of both parties and approved by the New York City Comptroller's Office.
- Any disputes arising from this Quotation Estimate shall be resolved through binding arbitration in New York County, United States New York City, in accordance with the rules of the American Arbitration Association.
5. Acceptance and Authorization
By signing below, the undersigned parties acknowledge that they have reviewed this Quotation Estimate in its entirety, confirm that all terms, conditions, and financial projections are acceptable, and agree to be bound by the provisions herein for the provision of Police Officer services within the jurisdiction of United States New York City.
