This Quotation Estimate is formally issued in accordance with the procurement guidelines of the Abu Dhabi government entities operating within the United Arab Emirates. It is prepared to provide a comprehensive and transparent financial breakdown for the engagement of a qualified Politician and political strategist to deliver advisory, strategic, and consultative services. The Politician engaged under this Quotation Estimate shall possess a minimum of fifteen (15) years of experience in public policy formulation, legislative affairs, intergovernmental relations, and community engagement within the United Arab Emirates and the broader Gulf Cooperation Council (GCC) region.
The scope of this Quotation Estimate covers all professional services, travel, accommodation, and ancillary costs associated with the Politician's engagement in Abu Dhabi. All figures presented herein are exclusive of Value Added Tax (VAT) at the prevailing rate of 5% as mandated by the Federal Tax Authority of the United Arab Emirates, unless otherwise stated.
The Politician shall provide the following services as outlined in this Quotation Estimate:
- Strategic political advisory on municipal governance and public policy development in Abu Dhabi.
- Facilitation of inter-departmental coordination between Abu Dhabi government entities and federal ministries in the United Arab Emirates.
- Preparation of policy briefs, white papers, and legislative recommendations for the Abu Dhabi Executive Council.
- Representation at regional and international political forums on behalf of Abu Dhabi stakeholders.
- Community engagement strategy development and public consultation facilitation across the Emirate of Abu Dhabi.
- Crisis communication planning and political risk assessment for the United Arab Emirates municipal sector.

4.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Any acceptance beyond this period shall require re-issuance of the Quotation Estimate at revised rates.
4.2 Payment terms: 30% advance upon contract execution, 40% upon completion of the sixth (6th) month of service delivery, and 30% upon final delivery and acceptance of all deliverables. All payments shall be made via bank transfer to the designated account in Abu Dhabi, United Arab Emirates.
4.3 The Politician engaged under this Quotation Estimate shall comply with all applicable laws and regulations of the United Arab Emirates, including but not limited to the Federal Law on Political Consultation, the Abu Dhabi Municipality regulations, and the data protection provisions of the UAE Personal Data Protection Law (Federal Decree-Law No. 45 of 2021).
4.4 All intellectual property, policy documents, and strategic materials produced under this engagement shall remain the exclusive property of the Abu Dhabi client entity. The Politician shall not disclose, publish, or distribute any confidential information without prior written consent.
4.5 Either party may terminate this engagement with a written notice of thirty (30) days. In the event of early termination, fees shall be prorated based on services rendered up to the termination date.
4.6 This Quotation Estimate does not constitute a binding contract until formally accepted in writing by both parties and countersigned by authorized representatives.
