This document serves as a binding proposal for the scope, duration, and associated costs of the Project Manager engagement, and it shall remain valid for a period of thirty (30) calendar days from the date of issue unless otherwise extended in writing by both parties.

The Project Manager will be physically stationed in China Beijing and will operate in full compliance with all applicable regulations of the People's Republic of China, including but not limited to the Foreign Work Permit regulations, the Labor Contract Law of the PRC, and all local municipal ordinances governing professional services in the Beijing municipality.

The Project Manager engaged under this Quotation Estimate shall be responsible for the following duties and deliverables while operating out of the China Beijing office:

• End-to-end planning, scheduling, and execution of the client's multi-phase technology deployment programme across all Beijing-based operational sites.
• Coordination and liaison with local government authorities, regulatory bodies, and municipal planning departments within China Beijing to ensure full compliance with all permitting and approval requirements.
• Management of cross-functional teams comprising both local Chinese personnel and international expatriate staff, ensuring effective communication and alignment with project objectives.
• Development and maintenance of detailed project budgets, risk registers, and change-control documentation in accordance with international project management standards (PMBOK / PRINCE2).
• Weekly and monthly progress reporting to the client's senior leadership, including variance analysis, milestone tracking, and forward-looking risk assessments specific to the China Beijing operating environment.
• Vendor and subcontractor management, including procurement oversight, contract negotiation, and quality assurance for all third-party deliverables sourced within the Beijing metropolitan area.
• Facilitation of stakeholder engagement sessions, including meetings with local partners, government representatives, and community stakeholders in China Beijing.

The following table sets out the itemised costs associated with the Project Manager engagement for the China Beijing project. All monetary values are quoted in Renminbi (CNY) unless otherwise stated. This Quotation Estimate includes all applicable Value Added Tax (VAT) at the prevailing rate of 6% for professional services in the PRC.

All amounts are in Chinese Yuan (CNY / RMB). This Quotation Estimate does not include any costs related to international airfare, relocation logistics, or personal tax advisory services, which shall be quoted separately upon request.

Payment for the Project Manager services outlined in this Quotation Estimate shall be made on a monthly basis in arrears, within fifteen (15) business days of receipt of a valid invoice. The first invoice shall be issued upon the commencement of the Project Manager's duties in China Beijing. A mobilisation fee equivalent to 10% of the total Quotation Estimate value shall be payable within seven (7) business days of contract execution to cover initial onboarding, work permit processing, and office setup in Beijing.

All payments shall be made via bank transfer to the designated corporate account of Meridian Global Consulting Ltd. in Beijing. The client shall be responsible for any interbank transfer fees incurred on their end.

• This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, rates may be subject to revision based on prevailing market conditions in China Beijing.
• The Project Manager shall devote a minimum of 45 hours per week to the project while based in China Beijing. Any work performed beyond this threshold shall be compensated at 1.5x the standard hourly rate.
• Either party may terminate the engagement with thirty (30) days' written notice. In the event of early termination, the client shall be liable for all costs incurred up to the termination date plus a 10% administrative fee.
• All intellectual property, project documentation, and deliverables produced by the Project Manager during the course of this engagement shall remain the sole property of the client.
• This engagement is governed by the laws of the People's Republic of China. Any disputes arising from this Quotation Estimate or the resulting contract shall be resolved through arbitration at the China International Economic and Trade Arbitration Commission (CIETAC) in Beijing.
• The Project Manager shall comply with all data protection requirements under the Personal Information Protection Law (PIPL) of the PRC and the Cybersecurity Law of the PRC while handling any client data in China Beijing.

By signing below, the client acknowledges and accepts the terms, conditions, and financial figures set forth in this Quotation Estimate for the Project Manager engagement in China Beijing. This acceptance shall constitute a binding agreement between the parties upon countersignature by Meridian Global Consulting Ltd.
