This Quotation Estimate is formally issued by East Africa Student Wellness Group to Mbezi Beach Secondary School, located in the urban district of Tanzania Dar es Salaam, to provide a comprehensive and transparent breakdown of costs associated with the engagement of a qualified School Counselor for the academic year 2025/2026. The purpose of this document is to outline the scope of professional counseling services, the associated fees, payment schedules, and all relevant terms governing the engagement. This Quotation Estimate has been prepared in accordance with the standards set by the Tanzania Commission for Universities (TCU) and the Ministry of Education, Science and Technology guidelines for student welfare services in secondary institutions within the Dar es Salaam region.
The School Counselor engaged under this Quotation Estimate shall provide the following professional services to students, teachers, and administrative staff at Mbezi Beach Secondary School in Tanzania Dar es Salaam:
- Individual one-on-one counseling sessions for students experiencing academic stress, family issues, peer conflicts, or emotional distress (minimum 15 sessions per week).
- Group counseling workshops focused on life skills, conflict resolution, substance abuse prevention, and mental health awareness (2 sessions per week).
- Career guidance and academic planning sessions for Form Four and Form Six students preparing for national examinations (NECO and NECTA).
- Teacher and staff support programs including stress management, classroom behavior management strategies, and professional development workshops (monthly).
- Development and implementation of a comprehensive Student Wellness Policy tailored to the specific needs of the school community in Tanzania Dar es Salaam.
- Emergency crisis intervention and referral services in coordination with local health facilities in the Dar es Salaam region.
- Monthly progress reports and quarterly comprehensive evaluations submitted to the school administration and the Dar es Salaam Education Regional Office.

The total amount specified in this Quotation Estimate shall be paid in the following installments:
- First Installment (30%): TZS 9,720,000 – Due upon signing of the service agreement and commencement of the School Counselor's duties.
- Second Installment (30%): TZS 9,720,000 – Due at the end of the first term (April 2026).
- Third Installment (25%): TZS 8,100,000 – Due at the end of the second term (July 2026).
- Final Installment (15%): TZS 4,860,000 – Due upon completion of the academic year and submission of the final comprehensive report (October 2026).
All payments shall be made via bank transfer to the account of East Africa Student Wellness Group, NMB Bank, Dar es Salaam Branch, Account No. 0045-2218-7734. Payment is due within fourteen (14) calendar days of invoice issuance.
5.1 This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, all costs are subject to revision based on prevailing economic conditions in Tanzania Dar es Salaam.
5.2 The School Counselor shall be a registered professional with the Tanzania Council for Professional Teachers (TCPT) and shall hold a minimum of a Bachelor's degree in Counseling Psychology or a related field from a TCU-accredited institution.
5.3 All services shall be delivered in compliance with the Tanzania Education Act (Cap. 201) and the National Policy on Student Welfare. Confidentiality of all student records shall be maintained in strict accordance with Tanzanian data protection regulations.
5.4 The school shall provide a dedicated counseling office, basic furniture, a computer with internet access, and a secure filing system for the School Counselor to operate from within the school premises in Dar es Salaam.
5.5 Either party may terminate the engagement with thirty (30) days' written notice. In the event of early termination, the school shall be liable for all services rendered up to the date of termination.
5.6 Any disputes arising from this Quotation Estimate or the subsequent service agreement shall be resolved through mediation in accordance with the laws of the United Republic of Tanzania, with jurisdiction in the courts of Dar es Salaam.
Note: This Quotation Estimate does not include Value Added Tax (VAT) as the service falls under the exempt category of educational and student welfare services as defined by the Tanzania Revenue Authority (TRA). Should any additional services beyond the scope outlined herein be requested, a supplementary Quotation Estimate shall be issued separately.By signing below, both parties acknowledge that they have read, understood, and agree to the terms, conditions, and cost structure outlined in this Quotation Estimate for the provision of School Counselor services at Mbezi Beach Secondary School, Tanzania Dar es Salaam.
