This Quotation Estimate document is issued by Islamabad Social Welfare & Community Services (ISWCS) to provide a comprehensive and transparent financial breakdown for the engagement of a qualified Social Worker to deliver community-based social services within the metropolitan area of Pakistan Islamabad. This estimate covers a twelve-month service period commencing from 1 July 2025 through 30 June 2026. The scope of work has been designed in accordance with the directives of the Islamabad Capital Territory (ICT) Social Welfare Department and aligns with the national social development framework of Pakistan.
The Social Worker engaged under this Quotation Estimate shall be a certified professional holding a minimum of a Bachelor's degree in Social Work (BSW) from a recognized university in Pakistan, with a minimum of five (5) years of documented field experience in community development, family counseling, child welfare, elderly care, and rehabilitation programs. The Social Worker shall operate primarily within the administrative boundaries of Pakistan Islamabad, including all sectors of the Capital Territory, and shall report directly to the Community Development Board.
Key responsibilities of the Social Worker under this engagement include: conducting household assessments in underserved communities; facilitating access to government welfare schemes; providing psychosocial support to vulnerable populations including orphans, widows, persons with disabilities, and the elderly; coordinating with local Naib Tehsildars and Union Councils; organizing community awareness workshops on health, education, and rights; maintaining case files and submitting monthly progress reports; and liaising with non-governmental organizations operating in Pakistan Islamabad to ensure service continuity.

Payment against this Quotation Estimate shall be made in quarterly installments. The first installment of PKR 1,340,480 (25%) shall be due within fifteen (15) working days of contract signing. Subsequent quarterly payments shall be processed upon submission of the Social Worker's verified monthly reports and attendance records. All payments shall be made via bank transfer to the ISWCS designated account in a licensed commercial bank operating in Pakistan Islamabad. Late payments shall attract a penalty of 1.5% per month as per prevailing regulations.
Validity: This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, rates may be revised to reflect current market conditions in Pakistan Islamabad.
Substitution: The Social Worker named under this estimate may be substituted with an equivalently qualified professional, subject to prior written approval from the Community Development Board.
Termination: Either party may terminate the engagement with thirty (30) days' written notice. In the event of termination, payment shall be made pro-rata for services rendered up to the termination date.
Confidentiality: The Social Worker shall maintain strict confidentiality of all client information in accordance with the Pakistan Privacy Act and professional ethical codes of the Social Workers Association of Pakistan.
Governing Law: This Quotation Estimate and any resulting contract shall be governed by the laws of the Islamic Republic of Pakistan, with jurisdiction vested in the courts of Islamabad.
By signing below, both parties acknowledge that this Quotation Estimate for the engagement of a Social Worker in Pakistan Islamabad has been reviewed, understood, and accepted in its entirety. This document constitutes a binding financial estimate and, upon mutual signature, shall serve as the basis for the formal service agreement.
