The purpose of this Quotation Estimate is to ensure full transparency between our organization and the Kampala District Education Office, enabling informed decision-making regarding the allocation of resources for inclusive education. All figures presented herein are calculated in Ugandan Shillings (UGX) and reflect current market rates as of the date of issuance in Uganda Kampala.
The Special Education Teacher engaged under this Quotation Estimate shall provide the following professional services within the Uganda Kampala education sector:
- Direct instructional support for students with physical, sensory, cognitive, and emotional disabilities in mainstream and special-needs classrooms across Kampala.
- Development and implementation of Individualized Education Programs (IEPs) tailored to the unique learning profiles of each student.
- Collaboration with general education teachers, school administrators, parents, and community health workers in the Uganda Kampala region to ensure holistic student development.
- Conduct of quarterly assessments and progress reporting to the Kampala District Education Office.
- Professional development workshops for mainstream teachers on inclusive pedagogy, adaptive teaching strategies, and assistive technology integration.
- Maintenance of comprehensive student records in compliance with the Uganda Education Act (2020) and the National Policy on Inclusive Education.

This Quotation Estimate stipulates the following payment structure for the Special Education Teacher engagement in Uganda Kampala:
- Advance Payment (30%): UGX 22,980,000 – payable within 14 working days of acceptance of this Quotation Estimate, prior to the commencement of recruitment activities.
- Mid-Term Payment (40%): UGX 30,640,000 – payable upon completion of the first six (6) months of service delivery and submission of the interim progress report to the Kampala District Education Office.
- Final Payment (30%): UGX 22,980,000 – payable upon successful completion of the full twelve (12) month engagement period and submission of the final comprehensive evaluation report.
All payments shall be made via bank transfer to the designated account of Uganda Inclusive Education Services Ltd., Bank of Uganda, Kampala Main Branch, Account No. 0045-2218-7734. Payment is due within fourteen (14) calendar days of invoice issuance. Late payments shall attract a penalty of 2% per month as stipulated under the Uganda Contracts Act.
- This Quotation Estimate is valid for thirty (30) days from the date of issuance. Beyond this period, all costs are subject to revision based on prevailing market conditions in Uganda Kampala.
- The Special Education Teacher engaged under this arrangement must hold a valid National Teachers' Certificate (NTC) at Level 7 or above, a Master's degree in Special Education or a closely related field, and a minimum of three (3) years of documented experience in inclusive education settings.
- All services shall be delivered in strict compliance with the Uganda Education Act (2020), the Persons with Disabilities Act (2006), and the National Policy on Inclusive Education (2017) as administered by the Kampala District Education Office.
- Uganda Inclusive Education Services Ltd. reserves the right to substitute the assigned Special Education Teacher with a qualified equivalent in the event of prolonged illness, resignation, or other force majeure circumstances, subject to prior written approval by the Kampala District Education Office.
- All intellectual property, student records, and assessment data generated during the engagement shall remain the property of the Kampala District Education Office and the respective schools in Uganda Kampala.
- Disputes arising from this Quotation Estimate shall be resolved through mediation in Kampala, Uganda, in accordance with the Uganda Arbitration Act (2000).
- This Quotation Estimate does not constitute a contract until formally signed and countersigned by both parties and accompanied by the agreed advance payment.
