1. Purpose of This Quotation Estimate
This Quotation Estimate is issued by Inclusive Learning Solutions (Pvt) Ltd, a registered educational consultancy operating in Zimbabwe Harare, in response to the formal request submitted by Harare Special Needs Academy for the recruitment, placement, and ongoing professional support of a qualified Special Education Teacher. This document outlines the full scope of services, associated costs, delivery timelines, and contractual terms governing the engagement of the Special Education Teacher for the 2025/2026 academic year. All pricing in this Quotation Estimate is denominated in Zimbabwean Dollars (ZWL) unless otherwise stated, and reflects current market rates applicable to the Zimbabwe Harare education sector.
2. Scope of Services – Special Education Teacher Engagement
The Special Education Teacher to be placed under this Quotation Estimate shall hold a minimum of a Bachelor of Education (Special Education) degree from a recognised institution in Zimbabwe Harare or an equivalent qualification accredited by the Zimbabwe Council for Professional Teachers (ZCPT). The teacher shall possess a valid ZCPT registration certificate and a minimum of five (5) years of documented experience in special education settings, including but not limited to support for learners with autism spectrum disorder, intellectual disabilities, visual and hearing impairments, and specific learning difficulties.
The scope of the Special Education Teacher's duties, as defined in this Quotation Estimate, includes:
- Delivery of individualised and small-group instruction to learners with special educational needs across all core subjects (English, Mathematics, Science, and Life Skills).
- Development, implementation, and periodic review of Individualised Education Programmes (IEPs) in alignment with the Zimbabwe National Curriculum Framework and the Inclusive Education Policy.
- Collaboration with mainstream classroom teachers, school psychologists, speech therapists, and parents to ensure a holistic, multi-disciplinary approach to each learner's development.
- Conduct of baseline assessments, progress monitoring, and end-of-term evaluations for all assigned learners.

4. Payment Terms
Payment for the services outlined in this Quotation Estimate shall be made as follows:
- A non-refundable deposit of twenty-five percent (25%) of the Grand Total, amounting to ZWL 147,760.63, is due within seven (7) working days of acceptance of this Quotation Estimate to confirm the placement of the Special Education Teacher.
- The remaining balance shall be paid in ten (10) equal monthly instalments of ZWL 44,328.19, commencing on the first working day of February 2026 and concluding on the first working day of November 2026.
- All payments shall be made via electronic funds transfer (EFT) to the bank account of Inclusive Learning Solutions (Pvt) Ltd, held at Stanbic Bank Zimbabwe, Harare Branch. Account details are provided on the accompanying invoice.
- Late payments shall attract a penalty interest of two percent (2%) per month, calculated on the outstanding balance, in accordance with the Zimbabwe Debt Collection Act.
5. Terms and Conditions
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all costs are subject to revision due to fluctuations in the Zimbabwe Harare labour market and exchange rate variations.
- The Special Education Teacher shall be engaged on a fixed-term contract for the 2025/2026 academic year. Early termination by either party requires a written notice of not less than thirty (30) days and may incur a pro-rata penalty as stipulated in the service agreement.
- Inclusive Learning Solutions (Pvt) Ltd shall not be held liable for any disruption in services caused by force majeure events, including but not limited to national strikes, natural disasters, or government-imposed closures in Zimbabwe Harare.
- All intellectual property, including IEPs, assessment tools, and training materials developed under this engagement, shall remain the joint property of the school and the consultancy, subject to a mutual non-disclosure agreement.
- This Quotation Estimate does not constitute a binding contract until both parties have executed the formal Service Level Agreement (SLA) and the Special Education Teacher's individual employment contract.
- Any disputes arising from this Quotation Estimate or the subsequent engagement shall be resolved through mediation in Zimbabwe Harare, in accordance with the Zimbabwe Mediation Act [Chapter 24:14].
6. Acceptance
By signing below, the client acknowledges receipt of this Quotation Estimate and agrees to the terms, conditions, and pricing outlined herein for the engagement of the Special Education Teacher in Zimbabwe Harare.
