1. Purpose of This Quotation EstimateThis Quotation Estimate is issued by Kabul Allied Health & Communication Centre in response to the formal request submitted by the Ministry of Health – Kabul Regional Directorate for the provision of qualified Speech Therapist services within the Afghanistan Kabul metropolitan area. The purpose of this document is to outline the scope of work, professional qualifications, session structure, and associated costs for a comprehensive speech and language therapy program. This Quotation Estimate is valid for a period of sixty (60) calendar days from the date of issuance, after which pricing and availability may be subject to revision based on operational conditions in Afghanistan Kabul.
2. Scope of Services – Speech Therapist ProgramThe Speech Therapist services proposed under this Quotation Estimate encompass a full spectrum of assessment, intervention, and follow-up care for individuals of all ages residing in or receiving treatment within Afghanistan Kabul. The program is designed to address articulation disorders, phonological delays, language comprehension and expression deficits, fluency impairments (stuttering), voice disorders, and orofacial myofunctional issues. Each Speech Therapist assigned to this engagement holds a minimum of a Master's degree in Speech-Language Pathology, is registered with the relevant Afghan medical regulatory body, and possesses a minimum of five (5) years of clinical experience in the Afghanistan Kabul region.
The Speech Therapist will conduct initial comprehensive evaluations using standardized and culturally adapted assessment tools appropriate for the Afghanistan Kabul population. Subsequent intervention sessions will be individualized based on diagnostic findings, with progress documented in bilingual (Dari/Pashto and English) clinical reports submitted to the client on a monthly basis.

4.1 Payment shall be made in three (3) equal installments: 40% upon contract execution, 30% at the six-month milestone, and 30% upon final program completion and acceptance of the closing report.
4.2 All payments shall be processed in United States Dollars (USD) via bank transfer to the account designated by Kabul Allied Health & Communication Centre. The client shall bear any applicable international transfer fees.
4.3 This Quotation Estimate does not include Afghan Value Added Tax (VAT) or any local municipal levies applicable in Afghanistan Kabul, which shall be added at the prevailing rate if applicable to the contracting entity.
4.4 Any scope changes, additional patient enrollments, or extended service periods beyond the twelve-month term outlined herein shall be subject to a supplementary Quotation Estimate issued by the provider.
5. Operational Considerations for Afghanistan KabulThe Speech Therapist team acknowledges the unique operational environment of Afghanistan Kabul, including considerations related to security, transportation logistics, and cultural sensitivity. All sessions will be conducted in a secure, climate-controlled facility in Darulaman District, Kabul. The Speech Therapist will ensure that all communication materials, consent forms, and progress reports are available in Dari, Pashto, and English to accommodate the diverse linguistic landscape of Afghanistan Kabul. In the event of force majeure events affecting operations in Kabul, the provider reserves the right to temporarily suspend in-person sessions and transition to telehealth-based Speech Therapist consultations, with no additional cost to the client.
6. Acceptance & ValidityThis Quotation Estimate constitutes a formal offer and is valid for sixty (60) days from the date stated above. Acceptance of this Quotation Estimate shall be confirmed in writing by the authorized representative of the client. Upon written acceptance, a formal Service Agreement will be drafted and executed by both parties within ten (10) business days. The Speech Therapist services shall commence no later than thirty (30) days following the execution of the Service Agreement.
