1. Executive Summary

This Quotation Estimate is issued by DataBridge Analytics & Research Ltd. in response to the formal request for professional Statistician services to support the Ministry of Planning, Government of Bangladesh, in conducting comprehensive data analysis, statistical modelling, and predictive forecasting for the fiscal year 2025-2026. All rates quoted herein are inclusive of applicable taxes unless otherwise stated, and this Quotation Estimate remains valid for thirty (30) days from the date of issue.

2. Scope of Statistician Services

The Statistician engagement under this Quotation Estimate encompasses the following deliverables and activities, all to be executed primarily in Bangladesh Dhaka with periodic remote support:

Design and implementation of sampling frameworks for national-level household and enterprise surveys.
Statistical data cleaning, validation, and quality assurance of datasets exceeding 2 million records.
Development of multivariate regression models, time-series forecasting, and econometric analyses.
Preparation of statistical reports, dashboards, and visualisations for policy decision-making.
Capacity-building workshops for in-house data teams located in Bangladesh Dhaka.
Peer review and methodological validation of all statistical outputs before final submission.

4. Payment Terms

Payment against this Quotation Estimate shall be made in three (3) instalments: 40% upon contract signing, 35% upon delivery of the interim statistical report (Month 3), and 25% upon final acceptance of all deliverables. All payments shall be processed via bank transfer to the account of DataBridge Analytics & Research Ltd., BRAC Bank, Banani Branch, Dhaka, Bangladesh. A 1.5% monthly penalty shall apply to overdue payments beyond the 30-day credit period specified in this Quotation Estimate.

5. Terms & Conditions

This Quotation Estimate is non-binding until formally accepted in writing by the client.
All statistical work performed by the Statistician team shall adhere to the Bangladesh Bureau of Statistics (BBS) methodological guidelines and international standards (ISO 8000 for data quality).
Confidentiality: All datasets and findings handled by the Statistician in Bangladesh Dhaka shall be treated as strictly confidential and shall not be disclosed to third parties without written consent.
Intellectual Property: All reports, models, and code developed under this engagement shall become the property of the client upon full payment.
Force Majeure: Neither party shall be liable for delays caused by natural disasters, government directives, or events beyond reasonable control, particularly those affecting operations in Bangladesh Dhaka.
Dispute Resolution: Any disputes arising from this Quotation Estimate shall be resolved through arbitration in Dhaka, Bangladesh, in accordance with the Arbitration Act, 2001 of Bangladesh.

Important Note: This Quotation Estimate assumes standard working hours (9:00 AM – 5:30 PM, Saturday to Wednesday) in Bangladesh Dhaka. Any requirement for extended hours, weekend work, or emergency statistical support beyond the defined scope shall be subject to a supplementary Quotation Estimate at a 1.5× rate multiplier. The Statistician team shall conduct weekly progress meetings with the client's designated project officer in Dhaka.

6. Acceptance & Authorisation

By signing below, the client acknowledges and accepts the terms, conditions, and pricing outlined in this Quotation Estimate for the Statistician services to be rendered in Bangladesh Dhaka. This document, once countersigned, shall constitute a binding service agreement between the parties.
