This Quotation Estimate is issued by Beijing Data Analytics & Statistical Consulting Co., Ltd. (hereinafter referred to as "the Service Provider") to Sino-Pacific Pharmaceutical Group (hereinafter referred to as "the Client") in connection with the engagement of a qualified Statistician to deliver comprehensive statistical analysis, clinical trial design, and regulatory reporting services within the jurisdiction of China Beijing. This Quotation Estimate outlines the full scope of professional services, associated costs, delivery timelines, and contractual terms governing the engagement. All pricing presented in this Quotation Estimate is exclusive of applicable Value Added Tax (VAT) at the prevailing rate of 6% for professional services in the People's Republic of China, unless otherwise stated.

The Service Provider shall assign a Senior Statistician (minimum 12 years of post-graduate experience in biostatistics and clinical trial methodology) to perform the following duties exclusively within the operational boundaries of China Beijing:

• Statistical Protocol Design: Development of a complete statistical analysis plan (SAP) for the Client's Phase III multi-center clinical trial, compliant with the National Medical Products Administration (NMPA) of China and ICH E9 guidelines.
• Data Management Oversight: Supervision of data collection, cleaning, and validation processes across five clinical sites located in the China Beijing metropolitan area, including coordination with local data entry teams.
• Interim and Final Analysis: Execution of interim safety analyses at 25% and 50% data maturity, followed by a comprehensive final efficacy and safety analysis using SAS 9.4 and R 4.3 environments.
• Regulatory Submissions: Preparation of the statistical section of the NDA (New Drug Application) dossier for submission to the NMPA, including all required tables, listings, and figures (TLFs) formatted per China Beijing regulatory expectations.
• Advisory & Training: Two on-site advisory workshops per month at the Client's Beijing headquarters, providing training to internal research staff on advanced statistical methods, sample size justification, and multiplicity adjustment strategies.
• Peer Review & QA: Independent peer review of all statistical outputs by a second Statistician within the Service Provider's Beijing office to ensure methodological rigor and reproducibility.

Payment against this Quotation Estimate shall be made in three installments via bank transfer to the Service Provider's designated account at Bank of China, Beijing Financial Street Branch:

• First Installment (40%): CNY 527,880 – due within 10 business days of mutual acceptance of this Quotation Estimate and execution of the Master Service Agreement.
• Second Installment (35%): CNY 461,895 – due upon completion and Client sign-off of the interim safety analysis report.
• Third Installment (25%): CNY 329,925 – due within 15 business days of delivery of the final NDA statistical dossier and completion of all training sessions.

1. This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all rates are subject to revision based on prevailing market conditions in China Beijing.
2. The assigned Statistician shall maintain full professional confidentiality and shall execute a Non-Disclosure Agreement (NDA) prior to commencing any work. All data shall be processed in accordance with the Personal Information Protection Law (PIPL) of the People's Republic of China.
3. The Service Provider guarantees that the Statistician engaged shall hold a valid Chinese professional practice registration and shall comply with all applicable regulations of the NMPA and the China Statistical Society.
4. Any change in scope exceeding 10% of the originally estimated hours shall require a written amendment to this Quotation Estimate, signed by both parties, before additional work commences.
5. Deliverables shall be provided in both Simplified Chinese and English to facilitate dual regulatory review within China Beijing and any international co-sponsor requirements.
6. Disputes arising from this Quotation Estimate shall be resolved through arbitration under the China International Economic and Trade Arbitration Commission (CIETAC) in Beijing.
7. This Quotation Estimate does not constitute a binding contract until a formal Master Service Agreement is executed by authorized representatives of both parties.
