This Quotation Estimate is issued by Shanghai International Education Staffing Co., Ltd. (hereinafter referred to as "the Provider") to the Shanghai Pudong District Primary Education Bureau (hereinafter referred to as "the Client") for the comprehensive supply, placement, and ongoing professional development of Teacher Primary personnel across designated primary schools within the Pudong New Area of China Shanghai. The services outlined in this Quotation Estimate encompass the full lifecycle of Teacher Primary engagement, including recruitment, credential verification, onboarding, classroom placement, continuous training, and performance evaluation, all conducted in strict compliance with the Ministry of Education of the People's Republic of China and the Shanghai Municipal Education Commission regulations governing primary-level instruction in China Shanghai.

3. Payment Terms

Payment for this Quotation Estimate shall be made in three instalments: (a) 40% (CNY 818,150.40) upon execution of the service agreement; (b) 35% (CNY 715,881.60) upon successful completion of the Teacher Primary onboarding programme and initial classroom placement in China Shanghai; and (c) 25% (CNY 511,344.00) upon submission of the final academic-year performance report. All payments shall be remitted via bank transfer to the Provider's designated account at Bank of China, Pudong Branch, China Shanghai. Late payments shall incur a penalty of 0.05% per calendar day.

4. Terms and Conditions

This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, all pricing for Teacher Primary services may be subject to revision based on prevailing labour market conditions in China Shanghai.
All Teacher Primary candidates placed under this Quotation Estimate must hold a valid People's Republic of China primary-level teaching qualification and must pass the China Shanghai municipal health examination prior to commencing duties.
The Provider shall maintain full compliance with the Labour Law of the PRC, the Shanghai Municipal Regulations on Foreign-Employed Personnel, and all applicable China Shanghai education sector guidelines throughout the engagement period.
Confidentiality: All personal data of Teacher Primary candidates and student records handled under this Quotation Estimate shall be protected in accordance with the Personal Information Protection Law of the PRC and China Shanghai data governance standards.
Termination: Either party may terminate the agreement with thirty (30) days' written notice. In the event of early termination, the Client shall be liable for all Teacher Primary services rendered up to the termination date plus a 10% administrative fee.
Dispute resolution: Any disputes arising from this Quotation Estimate shall be resolved through amicable negotiation. Failing resolution within 30 days, the matter shall be submitted to the Shanghai International Arbitration Centre in China Shanghai for binding arbitration.
This Quotation Estimate does not constitute a binding contract until countersigned by both parties and accompanied by a formal Service Level Agreement (SLA) specific to the Teacher Primary programme in China Shanghai.

5. Acceptance and Authorisation

By signing below, the Client acknowledges receipt of this Quotation Estimate for Teacher Primary services in China Shanghai and agrees to the terms, conditions, and pricing set forth herein.
