This Quotation Estimate is submitted by Shree Himalayan Educational Services Pvt. Ltd. in response to the request from the Kathmandu Valley Primary Education Board for a comprehensive Teacher Primary support package. The scope encompasses the recruitment, onboarding, continuous professional development, and annual performance evaluation of qualified Teacher Primary personnel across all public and private primary schools (Class 1 through Class 5) operating within the Kathmandu Metropolitan Area, Nepal.
The Teacher Primary programme is designed to meet the standards set forth by the Nepal Government's Ministry of Education, Science and Technology, as well as the Nepal Teaching Council (NTC) regulations governing primary-level educators in Kathmandu and its surrounding districts. All Teacher Primary candidates and incumbents will hold a minimum of a Bachelor of Education (B.Ed.) degree or equivalent qualification recognized by the Tribhuvan University or Kathmandu University.

The primary objective of this Quotation Estimate is to ensure that every Teacher Primary engaged under this programme in Nepal Kathmandu meets the following benchmarks:
- Full compliance with the Nepal Education Act 2015 and the Nepal Teaching Council Act 2046 (1989) as amended.
- Proficiency in teaching the National Curriculum Framework (NCF) for primary levels, including Nepali language, Mathematics, Science, Social Studies, and Environmental Studies.
- Adherence to inclusive education principles, ensuring that Teacher Primary personnel are trained to support children with special needs, children from marginalized communities, and multilingual learners prevalent in the Kathmandu Valley.
- Integration of digital literacy tools into primary classroom instruction, aligned with the Nepal Government's Digital Education Strategy.
The entire Teacher Primary programme outlined in this Quotation Estimate shall be executed over a period of twelve (12) months commencing from the date of contract signing. The recruitment and screening phase for Teacher Primary candidates will be completed within the first six weeks. Pre-service training will be conducted at our Kathmandu training centre located in Baneshwor, with subsequent in-service workshops distributed across the academic year. All deliverables, including final performance reports for each Teacher Primary, will be submitted to the Kathmandu Valley Primary Education Board no later than the end of the Nepali fiscal year (mid-July 2025).
Important Notes:- All monetary values in this Quotation Estimate are denominated in Nepalese Rupees (NPR) unless otherwise stated.
- The exchange rate used for USD reference is approximately NPR 134.50 per 1 USD, subject to Nepal Rastra Bank prevailing rates.
- Payment terms: 30% advance upon contract signing, 40% upon completion of pre-service training, and 30% upon final delivery and acceptance in Nepal Kathmandu.
- This Quotation Estimate is valid for sixty (60) calendar days from the date of issue. Any changes in Nepal Government policy, NTC regulations, or tax structures during this period may necessitate a revised estimate.
- All Teacher Primary personnel will be subject to background verification through the Nepal Police and the Nepal Teaching Council registry.
- This Quotation Estimate is a firm offer and does not constitute a binding contract until formally accepted in writing by the Kathmandu Valley Primary Education Board.
- The scope of work is limited to Teacher Primary services (Class 1 through Class 5) within the administrative boundaries of Kathmandu Metropolitan City and its directly affiliated educational institutions in Nepal.
- Any additional Teacher Primary positions beyond the 120 specified herein shall be quoted separately at the same unit rates.
- Shree Himalayan Educational Services Pvt. Ltd. reserves the right to substitute qualified Teacher Primary personnel in the event of resignation, medical leave, or disciplinary action, provided the replacement meets all NTC and programme requirements.
- Disputes arising from this Quotation Estimate or the subsequent contract shall be resolved through arbitration in Kathmandu, Nepal, in accordance with the Nepal Arbitration Act 2055 (1998).
- All intellectual property, training materials, and curriculum resources developed under this Teacher Primary programme shall remain the joint property of the service provider and the Kathmandu Valley Primary Education Board.
