This Quotation Estimate is issued by AusTel Engineering Solutions Pty Ltd to provide a comprehensive and itemised cost breakdown for the engagement of a senior Telecommunication Engineer to deliver end-to-end telecommunications infrastructure services within the Australia Melbourne metropolitan region. This document outlines the scope of work, professional fees, material costs, and all associated terms governing the proposed engagement. The Telecommunication Engineer assigned to this project holds a minimum of twelve (12) years of industry experience, is registered with Engineers Australia, and is fully accredited to work on all telecommunications infrastructure projects in accordance with Australian Communications and Media Authority (ACMA) regulations and the Telecommunications Act 1997 (Cth).
The Telecommunication Engineer will perform the following duties and deliverables as part of this engagement in Australia Melbourne:
- Site Survey & Feasibility Assessment: Conduct a comprehensive on-site survey of the client's premises located in Melbourne, Victoria, to assess existing telecommunications infrastructure, identify bottlenecks, and produce a detailed feasibility report.
- Network Design & Architecture: Develop a complete telecommunications network design including structured cabling (Cat6A and fibre optic), wireless LAN/WAN topology, VoIP telephony systems, and data centre interconnect planning.
- Regulatory Compliance & Permitting: Ensure all design and installation works comply with ACMA licensing requirements, the Australian Standard AS/NZS 3080 (Telecommunications Cabling Systems), and all local council by-laws applicable in the City of Melbourne and surrounding Victorian local government areas.
- Equipment Procurement & Installation: Source, procure, and install all telecommunications hardware including patch panels, switches, routers, access points, fibre termination equipment, and associated cabling infrastructure.
- System Integration & Testing: Perform full integration of the telecommunications systems, conduct attenuation, insertion loss, and throughput testing, and deliver a certified test report in accordance with AS/NZS 3080.
- Documentation & Handover: Provide as-built drawings, network diagrams, equipment schedules, warranty documentation, and a comprehensive operations and maintenance manual for the client's records.

4.1 A deposit of twenty-five percent (25%) of the total Quotation Estimate value, being AUD $30,800.00 (inclusive of GST), is due upon execution of this agreement and prior to the commencement of any works.
4.2 A progress payment of forty percent (40%), being AUD $49,280.00 (inclusive of GST), is due upon completion of the network design phase and approval of the design documentation by the client.
4.3 The remaining balance of thirty-five percent (35%), being AUD $43,120.00 (inclusive of GST), is due upon successful commissioning, final testing, and handover of all telecommunications systems.
4.4 All payments are to be made by electronic funds transfer (EFT) to the bank account nominated by AusTel Engineering Solutions Pty Ltd. Invoices are payable within fourteen (14) calendar days of the date of issue.
5.1 This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. After this period, all rates and pricing are subject to review and may be adjusted to reflect changes in material costs, labour rates, or regulatory requirements in Australia Melbourne.
5.2 The Telecommunication Engineer and all supporting technicians engaged under this contract hold valid White Cards, are covered by public liability insurance of no less than AUD $20,000,000, and carry professional indemnity insurance of no less than AUD $10,000,000.
5.3 All works will be carried out in strict compliance with the Occupational Health and Safety Act 2004 (Vic), the Telecommunications Act 1997 (Cth), ACMA licensing conditions, and all applicable Australian Standards.
5.4 The client agrees to provide safe access to all relevant areas of the premises, including roof spaces, plant rooms, and data centres, during the execution of works. Failure to provide timely access may result in schedule delays and additional costs, which will be itemised in a supplementary Quotation Estimate.
5.5 Any variation to the scope of work must be agreed in writing by both parties prior to commencement. Variations will be priced in accordance with the rates set out in this Quotation Estimate or, where no applicable rate exists, at a mutually agreed rate.
5.6 A warranty of twelve (12) months from the date of final commissioning is provided on all workmanship. Manufacturer warranties on all supplied telecommunications equipment will be passed through to the client in full.
5.7 This agreement is governed by the laws of the State of Victoria, Australia. Any disputes arising from this engagement shall be resolved in the courts of Australia Melbourne or by mediation in accordance with the Victorian Civil and Administrative Tribunal (VCAT) procedures.
By signing below, the client acknowledges and accepts this Quotation Estimate for the engagement of a Telecommunication Engineer to deliver telecommunications infrastructure services in Australia Melbourne, and agrees to all terms and conditions set out herein.
