This Quotation Estimate is formally submitted by Al-Nakheel Telecommunications Solutions Co., Ltd. to Al-Rashid Infrastructure Development Group for the engagement of a senior Telecommunication Engineer to oversee, design, implement, and maintain telecommunications infrastructure at the client's facilities located in Saudi Arabia Jeddah. This Quotation Estimate covers a comprehensive twelve-month service period commencing upon mutual agreement and signature. All rates presented herein are exclusive of Value Added Tax (VAT) at the prevailing rate of 15% as mandated by the Zakat, Tax and Customs Authority (ZATCA) of the Kingdom of Saudi Arabia.
The Telecommunication Engineer engaged under this Quotation Estimate shall be a certified professional holding a minimum of ten (10) years of progressive experience in telecommunications systems, with specific expertise in fiber-optic networks, microwave transmission, 4G/5G cellular infrastructure, and IP-based voice and data services. The Telecommunication Engineer shall be fully compliant with the Saudi Communications and IT Commission (CITC) regulations and shall possess valid professional licensing as required for practice in Saudi Arabia Jeddah.
The scope of work for the Telecommunication Engineer includes, but is not limited to, the following deliverables:
- Conducting a full audit and assessment of the existing telecommunications infrastructure at the client's Jeddah premises, including fiber backbone, copper cabling, antenna systems, and core switching equipment.
- Designing and producing detailed engineering drawings, network topology diagrams, and Bill of Materials (BOM) for the proposed upgrade, in compliance with CITC technical standards and Saudi Building Code requirements.
- Supervising the installation, configuration, and commissioning of new telecommunications hardware, including but not limited to optical line terminals (OLTs), digital subscriber line access multiplexers (DSLAMs), base station controllers, and microwave radio links.
- Performing preventive and corrective maintenance on all active telecommunications systems to ensure a minimum uptime of 99.5% throughout the contract period.
- Providing monthly performance reports, fault logs, and capacity planning recommendations to the client's project management team in Jeddah.
- Coordinating with CITC, STC, Mobily, and Zain for spectrum licensing, right-of-way permits, and interconnection agreements as applicable to the project in Saudi Arabia Jeddah.
- Delivering a comprehensive as-built documentation package and knowledge transfer sessions to the client's in-house technical staff upon project completion.

Payment against this Quotation Estimate shall be made in accordance with the following schedule: 30% advance payment upon execution of the service agreement; 40% upon successful commissioning and handover of the upgraded telecommunications network; and 30% upon completion of the twelve-month maintenance and support period. All payments shall be remitted via bank transfer to the account of Al-Nakheel Telecommunications Solutions Co., Ltd. at Al Rajhi Bank, Jeddah Branch, in Saudi Riyal. Invoices shall be issued in accordance with ZATCA e-invoicing requirements.
- This Quotation Estimate is valid for thirty (30) calendar days from the date of issue. Beyond this period, rates and availability of the Telecommunication Engineer are subject to revision.
- The Telecommunication Engineer shall be provided with safe working conditions, access to all relevant sites in Saudi Arabia Jeddah, and necessary permits by the client.
- All work shall comply with the Saudi Building Code, CITC technical regulations, and applicable labor laws of the Kingdom of Saudi Arabia.
- The Telecommunication Engineer shall maintain professional indemnity insurance with a minimum coverage of SAR 2,000,000 throughout the engagement period.
- Any work outside the defined scope of this Quotation Estimate shall be subject to a separate written amendment and additional cost approval by both parties.
- Confidentiality: All network designs, credentials, and operational data encountered by the Telecommunication Engineer in Saudi Arabia Jeddah shall be treated as strictly confidential and shall not be disclosed to third parties without written consent.
- Disputes arising from this Quotation Estimate shall be resolved through amicable negotiation, failing which they shall be referred to the competent courts of Jeddah, Kingdom of Saudi Arabia, in accordance with Saudi law.
- This Quotation Estimate does not constitute a binding contract until a formal Service Agreement is executed by both parties.
