1. Purpose and Scope of This Quotation Estimate

This Quotation Estimate is issued in response to the formal request submitted by the Faculty of International Business at Ho Chi Minh City University of Economics and Law for the recruitment and engagement of a qualified University Lecturer to deliver postgraduate and undergraduate coursework in the fields of International Trade Law, Cross-Border Commerce, and Vietnamese Commercial Regulations. The University Lecturer will be based in Vietnam Ho Chi Minh City for the full academic year 2025–2026, commencing in the September 2025 semester.

The scope of this Quotation Estimate encompasses all costs associated with the sourcing, vetting, contracting, onboarding, and ongoing administrative support of the University Lecturer throughout the engagement period. It also includes provisions for relocation, accommodation assistance, and professional development activities specific to the academic environment in Vietnam Ho Chi Minh City.

2. Candidate Profile — University Lecturer Requirements

The University Lecturer engaged under this Quotation Estimate must satisfy the following minimum qualifications:

A Doctorate (Ph.D.) or equivalent terminal degree in Law, International Business, or a closely related discipline.
A minimum of five (5) years of post-qualification teaching experience at the university or equivalent tertiary level, with at least two (2) years in a Vietnamese or Southeast Asian academic institution.
Proficiency in English (IELTS 7.5 or equivalent) and working proficiency in Vietnamese (B2 CEFR or above) to facilitate instruction in Vietnam Ho Chi Minh City.
Demonstrated research output, including a minimum of ten (10) peer-reviewed publications in the preceding five years.
Valid work permit eligibility for Vietnam, with the sponsoring institution responsible for all immigration and licensing procedures in Ho Chi Minh City.

Note: All figures in this Quotation Estimate are exclusive of Vietnamese Value Added Tax (VAT) at the prevailing rate of 10%, unless otherwise stated. The exchange rate applied for this Quotation Estimate is 1 USD = 25,000 VND. Actual settlement will be based on the interbank rate on the date of payment. The University Lecturer's personal income tax in Vietnam will be withheld and remitted in accordance with the Personal Income Tax Law of Vietnam as amended.

4. Terms and Conditions

This Quotation Estimate is valid for thirty (30) days from the date of issue. Beyond this period, all fees are subject to revision based on prevailing market conditions in Vietnam Ho Chi Minh City and applicable regulatory changes.
Payment terms: 40% of the total Quotation Estimate amount is due upon execution of the engagement contract; 50% is payable in two equal semi-annual installments aligned with the academic calendar; the remaining 10% is due upon successful completion of the full academic year and submission of the final performance report.
The University Lecturer shall be subject to the academic regulations, code of conduct, and intellectual property policies of the host institution in Ho Chi Minh City. Any breach of these policies may result in termination of the engagement without further compensation.
Either party may terminate the engagement with a written notice of sixty (60) days. In the event of early termination by the institution without cause, a pro-rata payment of the remaining Quotation Estimate balance shall be made.
All personal data collected during the recruitment and onboarding process shall be handled in compliance with Vietnam's Personal Data Protection Decree (Decree 13/2023/NĐ-CP) and applicable data privacy standards.
Disputes arising from this Quotation Estimate or the subsequent engagement contract shall be resolved through mediation in Ho Chi Minh City, and failing mediation, through arbitration under the rules of the Vietnam International Arbitration Centre (VIAC).
This Quotation Estimate does not constitute a binding employment contract. A separate, detailed employment or engagement agreement will be executed upon mutual acceptance of this estimate.

5. Acceptance and Authorization

By signing below, the authorized representative of the requesting institution confirms acceptance of this Quotation Estimate for the engagement of a University Lecturer in Vietnam Ho Chi Minh City, subject to the terms and conditions outlined herein.
