* Run "mame0204b_64bit.exe" and choose where to extract the files to. This will install the basic version of mame 0204.
* Put "ssonicbr.zip" into the "roms" folder of the freshly installed mame
* Put "mame64_0204+segac2.exe" into the mame folder, then find the game in the mame list and run it how you would any other mame game

It is worth mentioning that this is not the original, unmodified rom, but rather was modified to run on a multi-game board. That said, the game's actual content should be the same. The unmodified rom has been dumped, but not made available for the public. This particular dump seems to have been done by an arcade collector known as "The Guru"
In order to get it working in other versions of mame, this note from Guru seems to say how to re-compile your chosen mame with it:
" to get it going, in your MAME source tree, simply replace the original segac2.cpp file with the file in the zip (the zip being ssonicbr.zip), re-compile MAME then put the ROMs in your MAME ROMs dir."
