In the aforewritten www.dailymail.co.uk article, I think I read that this happened in India. I researched if helium was more expensive than hydrogen on Bing in June 8, 2020; the results told me that hydrogen is more expensive, so I guess someone filled the balloons with hydrogen out of stupidity or malice. Helium is unreactive and does not explode or ignite.
