This is one comic from an entire series of webcomics that was on the SuperMegaTopia website.SuperMegaTopia was a furry webcomic which ran from March 2000 to September 2011 featuring funny and ridiculous superhero stories and light cheesecake. Drawing inspiration from The Tick, it was primarily a parody of super hero stories with a massive amount of comics series and sub-comic series, and sub-sub-comic series all about different characters, heroes, villains, and the ice cream lady. It had a brilliant sense of humor and never took itself too seriously. It was a collaboration between two brothers. Brian Burke was the artist, and Stuart Burke was the technical web... guy.
