Abstract
The rapid transformation of urban landscapes in the Middle East is driven by visionary initiatives such as Vision 2030, which seeks to diversify economies and enhance quality of life through technological innovation. This paper explores the critical role of Computer Engineer professionals in developing and maintaining the infrastructure for smart cities, with a specific focus on Jeddah, Saudi Arabia. As Jeddah evolves into a digital hub connecting Africa, Asia, and Europe, the demand for robust cybersecurity frameworks, Internet of Things (IoT) integration, and data analytics solutions has never been higher. This study analyzes current projects in Jeddah that leverage computer engineering principles to solve urban challenges such as traffic congestion and energy consumption. Furthermore it examines the educational landscape in Saudi Arabia Jeddah where universities are cultivating a new generation of engineers capable of meeting these technological demands. The findings suggest that interdisciplinary collaboration between computer science, civil engineering, and public policy is essential for sustainable urban development.

In recent years the concept of the "Smart City" has transitioned from a theoretical framework to a tangible reality in many parts of the world. For developing nations particularly those in the Gulf Cooperation Council (GCC) region smart city initiatives represent more than just technological adoption; they symbolize economic diversification and social progress. In Saudi Arabia Jeddah serves as a prime example of this transformation. Historically known as the gateway to Makkah and a major commercial port, Jeddah is now positioning itself as a leading technology hub in the region. Central to this transformation is the discipline of computer engineering.

A Computer Engineer operates at the intersection of electrical engineering and computer science designing hardware and software systems that power modern infrastructure. In the context of urban development these professionals are responsible for creating intelligent transportation systems, managing smart grid energy distributions, and ensuring robust communication networks. Additionally there is a need for standardized data formats across different municipal departments to enable seamless information exchange.

Furthermore the ethical implications of smart city technologies cannot be overlooked. Issues related to surveillance privacy and algorithmic bias require careful consideration by computer engineers who must balance efficiency with civil liberties. In Saudi Arabia Jeddah, engaging with local communities to understand their concerns and expectations is essential for gaining public trust in these initiatives.

The evolution of Jeddah into a smart city is a testament to the power of interdisciplinary collaboration and technological innovation. Computer engineers are at the forefront of this movement, providing the technical expertise needed to design resilient efficient and sustainable urban environments. The contributions of computer engineers will remain indispensable as the city navigates the complexities of urbanization in the 21st century.
