Abstract:
As urban centers in West Africa expand at unprecedented rates, the burden of ocular disease shifts significantly from infectious causes to refractive errors and age-related chronic conditions. This article examines the critical necessity of integrating licensed Optometrists into the primary healthcare framework of Senegal, with a specific focus on Dakar. While traditional ophthalmology remains dominant, gaps in access persist within Senegal's dense urban populace. We analyze the socio-economic impact of vision impairment on Dakar’s workforce, evaluate current regulatory frameworks governing optometric practice in Senegal, and propose a strategic model for collaboration between Optometrists and medical specialists. The findings suggest that empowering the role of the Optometrist is not merely a clinical upgrade but an economic imperative for sustainable development in Senegal Dakar.

The metropolitan area of Dakar serves as the political, economic, and cultural heart of Senegal. With a population exceeding two million residents and continuous migration from rural regions, the city faces immense pressure on its public infrastructure. Historically, eye care in Senegal has been heavily reliant on medical ophthalmologists stationed primarily in tertiary hospitals such as Hôpital Principal de Dakar or Hôpital Aristide Le Dantec. While these institutions provide essential surgical interventions for cataracts and glaucoma, they are ill-equipped to handle the massive volume of primary vision care required by the general population.

In recent years, a paradigm shift has occurred globally regarding eye health. While laws exist regarding public health personnel, specific statutes delineating the powers of an Optometrist versus a Dispenser are often ambiguous.

Furthermore, there is a need for continuous professional development. The technology in optometry, such as digital retinal imaging and autorefractors, advances rapidly. Ensuring that Optometrists in Dakar have access to updated training and equipment is essential for maintaining high standards of care.

To address these challenges, we propose the following actions for stakeholders in Senegal Dakar:

  • Public-Private Partnerships: Leverage the private optometric sector in Dakar to deliver public health services through reimbursement models involving CNOPS and mutual health organizations.
  • Multidisciplinary Teams:Create formal referral pathways where Optometrists act as gatekeepers, referring complex cases to ophthalmologists while managing routine care within their scope.

The urbanization of Senegal presents both challenges and opportunities for eye health. In Dakar, the reliance on a hospital-centric model is unsustainable given the demographic shift toward refractive errors and chronic diseases. The integration of the Optometrist into the mainstream healthcare system is not just a clinical preference but a structural necessity.

If Senegal Dakar can successfully harness the skills of trained Optometrists, it will see improved access to care, reduced burden on tertiary hospitals, and enhanced quality of life for millions. The time has come for policymakers, medical professionals, and society to recognize the Optometrist as an indispensable pillar in the architecture of modern health services in West Africa.
