By analyzing regulatory frameworks under the Uniform Building By-Laws 1984 (UBBL) and current maintenance trends in high-rise residential complexes, this study highlights why a certified Plumber is not merely a tradesperson but a critical component of public health and structural integrity. The paper argues that the increasing complexity of modern water systems in Kuala Lumpur necessitates specialized technical expertise to mitigate risks associated with water leakage, sewage contamination, and inefficient resource usage. Furthermore, it explores the intersection of traditional craftsmanship and modern smart-water technologies prevalent in Malaysia’s capital city.
