Abstract

This article examines the transformation of the police officer’s role within the Kingdom of Saudi Arabia, with a specific focus on Jeddah as a rapidly modernizing urban center. As part of Vision 2030, Saudi Arabia is undergoing significant social and economic reforms that necessitate changes in law enforcement strategies. This paper analyzes how police officers in Jeddah are transitioning from traditional security-focused roles to community-oriented policing models that emphasize public service, traffic management, and tourism support. Through a qualitative analysis of municipal policies and observational data, this study highlights the challenges and opportunities facing Saudi police officers as they adapt to the unique demographic and cultural dynamics of Jeddah.

The landscape of law enforcement in the Middle East is undergoing a profound shift, driven by national modernization agendas. Nowhere is this more evident than in Saudi Arabia, where the implementation of Vision 2030 has prompted a comprehensive review of public sector roles, including those within the Ministry of Interior. In this context, the figure of the Police Officer is not merely an enforcer of laws but a pivotal agent in shaping public perception and ensuring social stability during a period of rapid transformation.

Jeddah, often referred to as "the bride of the Red Sea," presents a unique case study for this analysis. As the economic capital and second-largest city in Saudi Arabia, Jeddah hosts a diverse population comprising locals, expatriates from various nations, and millions of pilgrims visiting Mecca annually. The Saudi Arabia Jeddah metropolitan area is characterized by its cosmopolitan atmosphere, heavy commercial activity, and complex infrastructural demands. Consequently the duties performed by a Police Officer in this region differ significantly from those in more traditional or rural settings within the Kingdom.

The role of the police officer in Saudi Arabia is evolving rapidly, particularly in dynamic urban environments like Jeddah. As analyzed throughout this article, the modern officer is a multifaceted professional who serves as a traffic controller, a community mediator, and an ambassador for national security. The successful implementation of Vision 2030 relies heavily on the effectiveness of these officers in adapting to new societal expectations.

Future research should focus on longitudinal studies assessing the long-term impact of community policing initiatives in Jeddah on crime rates and public satisfaction. As Jeddah continues to grow as a global hub, the professionalism and adaptability of its police force will remain central to its stability and prosperity. Understanding these dynamics is essential for policymakers, criminologists, and international observers interested in the future of security in Saudi Arabia Jeddah.
